Proposal to increase basic salary from January 1, 2026

(HTV) - At the National Assembly hall, delegates discussed the socio-economic situation, reports from the Government and relevant agencies, especially advances in science and technology development and national digital transformation.

At the discussion session, the majority of delegates agreed with the Government's report on the socio- economic situation, affirming that the Party's strategic guidelines and policies have begun to have positive impacts on the country's development, especially in science and technology, innovation and national digital transformation.

Delegates highly appreciated the work of law making and enforcement, and acknowledged the innovation in thinking and working methods, but also frankly pointed out that some draft laws had to be amended and supplemented immediately after promulgation, even many times. One of the remaining problems is that the consolidation of some legal documents is still slow, causing difficulties in law enforcement.

To solve this problem, delegates suggested that it is necessary to proactively develop a legal plan right from the beginning of the term and year, and at the same time innovate thinking in law-making to ensure both state management and encourage creativity and development. Delegates also emphasized the need to only submit to the National Assembly issues that are of principle and within the National Assembly's authority.

One of the notable issues is the situation where commune officials have to travel further after the merger of administrative units, while travel and public service allowances have not been adjusted. Delegates proposed that the National Assembly and the Government consider adjusting the basic salary increase from January 1, 2026, instead of mid-year as before. Delegates said that this is not just a matter of salary, but a message from the people, a "common heartbeat" of the apparatus that needs to be invigorated. To make officials feel secure in their service, it is necessary to ensure that they have enough to live on and are not burdened with food and clothing.
