Regarding the results of streamlining the organizational apparatus, operating effectively and efficiently, associated with promoting decentralization and delegation of power (from July 1, 2025). According to the delegate, in order to continue to improve, through practice at the grassroots level, it is recommended that the National Assembly, the Government and central ministries and branches continue to review missing legal documents and implementation documents, documents that are not synchronized, as a basis for handling the issues raised; review the contents that have been decentralized and adjusted to ensure synchronization, feasibility, and substance, specifically:
Firstly, it is recommended to soon issue a Resolution on classifying commune-level administrative units. This document is an important legal basis to determine the standards, scale, and specific characteristics of each commune-level administrative unit. It is the original document to clearly define the criteria for arranging the organization, staffing, adjusting and increasing salary policies for cadres and civil servants, and implementing commune planning.
Second, regarding the working headquarters of communes after the merger: Continue to issue documents guiding implementation, because currently many fields mainly apply previous district-level documents for implementation. To overcome the situation where many localities do not have centralized working headquarters, officials and civil servants must be arranged to work scatteredly at the old headquarters, divided into two or three points, dozens of kilometers apart, causing difficulties for people and businesses when coming to do administrative transactions, reducing the efficiency of the government apparatus. Therefore, delegates proposed that the Government consider soon having a master plan on investment and upgrading of commune-level administrative headquarters after the merger, linked with the National Target Program on New Rural Development - implemented with a roadmap. In the immediate future, priority should be given to supporting localities that are really difficult, remote, isolated, and border areas, to ensure synchronous basic administrative infrastructure, and improve the quality of service to the people.
Third, it is recommended that the central ministries and branches pay attention to investing in telecommunications infrastructure to cover the entire depression. According to the delegate, up to now, there are still hundreds of villages and hamlets in mountainous provinces that do not have stable fiber optic cables and 4G signals, do not have fixed Internet lines, and have to use weak mobile signals, which are not enough to operate administrative software or hold online meetings, making it difficult for the "on-site service" of the two-level government.
Regarding the development of strategic infrastructure systems, especially transport infrastructure, according to the delegate: In recent times, the development of a synchronous and modern strategic infrastructure system has achieved many outstanding results, opening up new development space for regions and areas across the country, especially in the field of transport. Up to now, most provinces and cities in the country have highways passing through or directly connecting to the national highway network, creating a driving force to promote regional and regional socio-economic development. Only two provinces, Lai Chau and Dien Bien, do not have a direct connecting highway. These are two mountainous localities with fragmented terrain and difficult socio-economic conditions, which are in great need of investment from the Central Government.
Delegates analyzed, "transportation must go first to pave the way", the early completion of expressway connections will not only shorten the time for transporting goods and people's travel, reduce logistics costs, but also expand the market for agricultural products, attract investment, develop tourism services, contribute to ensuring fairness in development between regions, people will have faster access to medical centers, education, trade and services, thereby improving the quality of life, increasing income and sustainable development of rural, mountainous and border areas...
