On the morning of October 30, the National Assembly continued to discuss in the hall the results and plans for socio- economic development; and the expected socio-economic development plan for 2026.
Speaking to explain the opinions raised by National Assembly deputies, Minister of Health Dao Hong Lan expressed her desire for stronger solutions when handling these cases. assault on medical staff on duty and consider it an act of resisting a public official.
Ms. Lan said that the situation of health workers being abused in medical examination and treatment facilities has been a hot issue in the health sector for a long time.
"These violent incidents not only seriously affect the security and safety of hospitals, but also directly threaten the health, lives, medical staff, patients and their relatives at the hospital. This causes public outrage, psychological damage, and reduces the working spirit of medical staff." The Minister of Health said.

To reduce this situation, the health sector has made great efforts in recent times, trying to come up with many solutions. In particular, the Ministry of Health has a regulation to coordinate with the Ministry of Public Security in ensuring security and order in the health sector, and to strengthen coordination to support health facilities in resolving violence in the area.
In addition, the health sector has strengthened solutions to reduce overload, improve service quality and patient satisfaction.
Minister Dao Hong Lan said that the health sector has repeatedly spoken out about strict handling of violence against health workers and has consulted on mechanisms and policies related to handling acts of using force to threaten health workers while on duty.
Most recently, when drafting the 2023 revised Law on Medical Examination and Treatment, in Article 114, the Ministry of Health, when drafting and submitting to the National Assembly and the Government, stipulated the contents related to ensuring hospital safety and security.
Prohibited acts include provisions related to the prohibition of violating the life and health of medical staff on duty.
"At that time, we wanted stronger solutions such as considering violence against medical staff while on duty as an act of resisting law enforcement officers," Mrs. Lan emphasized.
However, according to the Minister, the 2023 Law on Medical Examination and Treatment has not yet included this content for implementation. Therefore, in recent years, violence has not only not decreased but has also increased and become more and more serious.
In 2025 alone, there were 6 cases of violence against medical staff. Ms. Lan cited the most recent example, the case of violence against medical staff in Nghe An Obstetrics and Pediatrics Hospital It was an alarm bell when nurse Nguyen Thi Trang was stabbed 11 times, including one that pierced her lung, directly threatening her life.
"If we do not have stronger solutions, the problem of violence will not stop. Through the handling of violence in the recent past, we regret that there have been cases where people and medical staff are upset. We have given our opinions, but some cases have only been handled administratively, and strict handling according to criminal law has not been satisfactory. That is why the deterrent effect is not strong enough." Minister of Health presented.
To prevent disturbances and attacks on medical staff, Ms. Lan hopes that the National Assembly Resolution will include the content that assaulting medical staff while performing medical examination and rescue duties is considered a form of resistance against people on official duty.
