On the morning of October 30, at Hai Phong University of Medicine and Pharmacy, the City People's Committee organized a firefighting and rescue drill at the city level in 2025. The simulated situation of a large fire at a 15-storey building was carried out in a realistic manner, mobilizing hundreds of officers and soldiers along with many modern vehicles to participate. According to the hypothetical situation, at 9:30 a.m., a fire broke out in the library area on the 6th floor, building B (15 floors) of Hai Phong University of Medicine and Pharmacy due to an electrical short circuit in the air conditioning system. The fire quickly spread to flammable objects such as tables, chairs, books, and documents. At the time of the fire, about 1,200 teachers and students were studying and working in the building. During the evacuation process, due to panic, a group of students spilled flammable chemicals in the 4th floor laboratory, causing a secondary fire, generating smoke and toxic gas covering many floors. The fire developed complicatedly, spread quickly and caused a power outage in the entire building, trapping many people in classrooms, elevators, and the basement.

As soon as the incident was discovered, the fire prevention and fighting force quickly alerted the entire school, organized escape, rescued people, moved property and reported to the Fire Prevention, Fire Fighting and Rescue Police Department of the City Police at 114.

Upon receiving the news, the 114 Command Information Center mobilized a total force of 22 fire trucks, 4 rescue vehicles, 3 ladder trucks, 1 fire fighting robot, 1 smoke extraction vehicle, 5 ambulances, 12 clean air filling machines, along with more than 1,800 officers, soldiers and coordinating forces from the Police, Military , Health, Electricity, Water Supply, Drainage, Red Cross and local fire prevention and fighting forces.

Attacks were launched from multiple directions, focusing on spraying water to cool and prevent the fire from spreading; ladder trucks and firefighting robots coordinated to rescue victims trapped on high floors. Medical staff quickly provided first aid and transported victims to a safe area.

The drill took place absolutely safely, according to plan, close to reality, demonstrating the command capacity, smooth coordination and effectiveness of the forces in fire fighting and rescue work.

The firefighting and rescue drill at Hai Phong University of Medicine and Pharmacy aims to comprehensively assess the command and management capacity, and the ability to coordinate between forces when handling major fire and explosion incidents; at the same time, widely propagate fire prevention, firefighting, rescue and rescue work, contributing to ensuring social security and safety, serving the sustainable development of the Port City.
