When will Kieu Mai resettlement area be abandoned?

Kieu Mai concentrated resettlement area (Xuan Phuong ward) was completed in 2013, but since then it has been abandoned.

Although 7 resettlement buildings have been built here, there are absolutely no households living there. Over time, the buildings have seriously degraded, causing serious waste.

Seven solid high-rise apartment buildings were built to accommodate households whose land was recovered to serve projects in Tu Liem district (old).

However, despite the completion of construction, Tu Liem district (old) has not yet arranged for people to live here. In 2014, when Tu Liem district was divided into two districts, Nam Tu Liem and Bac Tu Liem, 4 out of 7 buildings (including CT4, CT5, CT6, CT7) were allowed by the Hanoi People's Committee to be temporarily used as administrative headquarters of the District Party Committee, People's Council, People's Committee and agencies of Bac Tu Liem district. In 2021, the above agencies moved to the new headquarters and these buildings continued to be vacant.

Recording the reality at 7 buildings (from CT1 to CT7) in Kieu Mai concentrated resettlement area, the first feeling of the Hanoi Moi reporter is pity because of the waste. This should be the place to live for thousands of households, but currently, the blocks of houses are "closed", the exterior clearly shows serious degradation. The surrounding walls are mossy, moldy, peeling off in large patches, creating a gloomy, desolate scene.

In particular, at the CT5 building, weeds grow wildly. Glass doors and entrances are cracked, covered with dust, and the iron and steel are rusted over time. Inside the security post, garbage is piled up, and wild plants have not been trimmed for a long time. Inside the CT6 building, many rooms are empty, garbage and office supplies are piled up, covered with dust due to not being cleaned for a long time. Items such as walls, ceilings, and bathrooms are all severely damaged due to lack of maintenance for a long time.

Ms. Nguyen Thi Hang, a resident of Phu Kieu Street, near Kieu Mai Resettlement Area, shared: “The outside of these buildings has been surrounded by corrugated iron to prevent homeless people or strangers from entering and damaging property. However, that still cannot prevent the buildings from deteriorating...”.

In addition to some enclosed buildings, many other buildings such as CT4 and CT7 have been used by residents to grow vegetables and raise chickens. The outside walls have also become places to dry clothes and hang things for neighboring households...

Responding to the above-mentioned situation of abandoned resettlement buildings, Deputy Director of the Investment and Infrastructure Project Management Board of Xuan Phuong Ward Luu Xuan Dung said that from July 1, when the 2-level local government model was put into operation, Kieu Mai concentrated resettlement area officially came under the management of Xuan Phuong Ward. Grasping the people's feedback, the unit reviewed the records and inspected the actual situation in the area.

"After completing the documents, we will propose to the People's Committee of Xuan Phuong Ward to report and recommend the People's Committee of Hanoi City to consider and direct the plan to use the buildings for their proper functions to avoid waste and limit the prolonged environmental pollution here," said Mr. Luu Xuan Dung.

The Kieu Mai concentrated resettlement project was approved by the People's Committee of Tu Liem district (old) in 2004 with the goal of serving the resettlement needs of more than 3,000 people. However, to date, the original purpose of the project has not been achieved, the buildings have not been used properly and are seriously degraded.

Public opinion of Xuan Phuong ward hopes that in the coming time, relevant authorities and units will soon have specific solutions to put the buildings of Kieu Mai concentrated resettlement area into effective use, avoid wasting public assets and ensure urban beauty.
