Infrastructure around Xuan Huong Lake national scenic spot is seriously degraded.

Therefore, the issue of implementing solutions to overcome, maintain and repair the embankment system here needs to be promptly addressed by the locality.

Accordingly, after many years of use, many parts of the embankment and slope around Xuan Huong Lake in Xuan Huong Ward - Da Lat and Lam Vien Ward - Da Lat have seriously degraded, affecting the safety of the works as well as the landscape of the lake.

Actual records in many areas of Xuan Huong Lake show that the top of the embankment made of wire mesh has been damaged and degraded, many locations have subsided, have open palates and collapsed slopes.

Many locations have subsidence, cleft palates and collapsed sloping roofs.

In particular, the location in front of Lam Vien Square has collapsed a lot, the entire embankment at this location has been pushed out towards the lake, creating a long crack on the top of the roof adjacent to the sidewalk in front of Lam Vien Square.

The phenomena of subsidence, cleft palate and sloping roof collapse also appeared in many other areas such as in front of the Trade Union Hotel, Bich Cau Garden, Thuy Ta Restaurant, along the section adjacent to Tran Quoc Toan Street towards Doi Cu Golf Course...

Currently, Da Lat is in the rainy and stormy season, so landslides can occur at any time in these locations, affecting the safety of the construction as well as the landscape of Xuan Huong Lake.

According to the Department of Agriculture and Environment of Lam Dong province, the embankment protecting Xuan Huong lake was built in 1998 with a total length of 5,100m. In 2010, the embankment was repaired and reinforced according to the old structure and the top of the embankment was renewed with a sloping roof mesh structure.

Since then, the embankment has been reinforced in some sections with mesh nets due to erosion in 2017 and 2020. However, the repairs and reinforcements had to be carried out in flooded and temporary conditions, so the stability was not high.  

Faced with the above situation, Lam Dong Provincial People's Committee recently issued a document directing relevant departments, branches and sectors to coordinate in assessing, planning and implementing solutions to overcome, maintain and repair the embankment system around Xuan Huong Lake.

Specifically, the Construction Investment Project Management Board No. 1 is assigned to urgently preside over and coordinate with relevant units to organize surveys and prepare investment proposal documents for the project to repair, maintain and renovate the embankment system and embankment slopes around Xuan Huong Lake, and submit them to competent authorities for appraisal and approval according to regulations; to be completed before November 20, 2025.

Lam Dong Provincial People's Committee has issued a document directing relevant departments, branches and localities to promptly plan and deploy solutions to overcome the incident.

Assign the Department of Finance, based on the investment proposal dossier of Construction Investment Project Management Board No. 1, to promptly organize appraisal and submit to competent authority for approval of investment policy, and at the same time arrange capital sources to implement the project according to regulations.

The Department of Culture, Sports and Tourism and the Department of Agriculture and Environment, based on their functions, tasks and management areas, proactively coordinate and guide relevant agencies and units in the process of implementing procedures according to regulations.

In addition, the document also requested the People's Committees of Xuan Huong - Da Lat and Lam Vien - Da Lat wards to strengthen monitoring of the situation of landslides on the embankment slopes around Xuan Huong Lake; in case of unsafe phenomena, quickly cordon off the area, put up ropes, and put up warning signs for people and tourists not to come near; not to let phenomena directly affect the lives and property of people and tourists.

The Xuan Huong Lake project was invested in by the French in 1936 and completed in 1937. Since its construction, the Xuan Huong Lake project has played an extremely important role in reducing floods, regulating the climate, and creating a tourist landscape in the appearance of the central area of ​​Da Lat.

Xuan Huong Lake is considered the symbol and heart of Da Lat.

On the other hand, Xuan Huong Lake is a scenic spot with cultural and historical significance in the formation and development of Da Lat.

Xuan Huong Lake in Da Lat was recognized as a national scenic relic by the Ministry of Culture and Information (now the Ministry of Culture, Sports and Tourism) in 1988. This is one of the first scenic relics of Lam Dong to be ranked nationally, with value in both landscape and cultural heritage, and is also the symbol and heart of Da Lat.
