Kien Hung Ward improves service quality in administrative procedure settlement

On the afternoon of October 31, Kien Hung Ward People's Committee held a dialogue conference with organizations and individuals on administrative procedures and settlement of administrative procedures in 2025.

At the conference, a representative of the Ward's Department of Culture and Society said that administrative procedure reform and the implementation of the "one-stop" and "one-stop" mechanisms are areas of special interest to the ward. From July 1 to October 30, 2025, the ward received 3,596 records, of which 2,766 were online, reaching a rate of more than 77%. The ward has resolved 3,548 records correctly and ahead of schedule, while 44 records are still under processing. All people's feedback and recommendations are handled thoroughly, publicly and transparently.

In addition, the ward is implementing the initiative model "Supporting and guiding vulnerable people to carry out administrative procedures at home", demonstrating the spirit of serving close to the people, for the people.

In the past time, 100% of the ward's documents and work records were processed on the electronic operating system; periodic reports were sent via the city's information system, which contributed to significantly reducing time and administrative paperwork.

At the same time, the ward organized 5 thematic conferences and many direct propaganda activities at the grassroots level, helping people better understand the benefits of online public services and digital transformation, thereby gradually forming the habit of "digital citizenship"...

In the fourth quarter of 2025 and the following period, Kien Hung Ward People's Committee will focus on implementing a number of main tasks and directions such as: Continuing to synchronously deploy administrative reform tasks and solutions according to the city's 2025 administrative reform plan and the ward's plan, associated with the goal of improving the SIPAS, PAR INDEX, and PAPI indexes.

Strengthen leadership and direction, promote responsibility of leaders; regularly inspect, supervise, and rectify discipline and administrative order.

Promote the application of information technology and digital transformation in handling administrative procedures; increase the rate of online records at levels 3 and 4; deploy the initiative model "Support and guide vulnerable people to carry out administrative procedures at home".

Continue to review and simplify administrative procedures; publicize and make transparent the process of handling records; ensure all administrative reform activities are aimed at serving the people better.

Pay attention to the reasonable arrangement and placement of civil servants according to job positions, combined with training and fostering to improve capacity, communication skills and sense of responsibility.

At the conference, representatives of many organizations and individuals asked questions about very specific situations related to many fields, especially justice, civil status, land, culture - society...

Many of the questions mentioned procedures for opening a business store; procedures for opening a school or kindergarten at home; where should a household go to get a new land use right certificate and what procedures should be followed... What should be done if information of household members has not been updated on the VneID system?...

All opinions, specialized departments of the ward answered thoroughly, thoughtfully, and gave specific instructions.

According to Vice Chairman of Kien Hung Ward People's Committee Tran Manh Hai, the ward considers administrative reform as a key task, closely linked to the responsibility of the head, therefore, it will continue to organize survey activities, collect people's opinions on satisfaction in handling administrative procedures in order to promptly absorb and adjust to improve service quality. Along with that, the direction and operation work will be deployed synchronously and methodically by the ward, contributing to the formation of a modern, transparent and effective administration.
