Cutting administrative procedures based on data: Need to ensure connectivity and feasibility

(Chinhphu.vn) - Deputy Minister of Justice Nguyen Thanh Tinh suggested that it is necessary to ensure connectivity, interoperability, and information security between databases, considering this a key condition for the reduction and simplification of administrative procedures based on data to be effective and feasible.

Continuing the working program, on the afternoon of October 30, the working delegation led by Deputy Minister of Justice Nguyen Thanh Tinh, Deputy Head of the Inter-sectoral Working Group on reviewing and evaluating administrative procedures (TTHC) nationwide, worked with the Ministry of Science and Technology ( MOST ) on reviewing, reducing, and simplifying TTHC based on data according to Official Dispatch No. 201/CD-TTg dated October 22, 2025 of the Prime Minister (Official Dispatch 201).

At the meeting, Deputy Minister Nguyen Thanh Tinh clearly stated the purpose, meaning, and requirements of the meeting, thereby grasping the implementation progress and difficulties and obstacles, and making suggestions during the implementation process. The Deputy Minister emphasized many core factors that contribute significantly to the success in cutting and simplifying administrative procedures based on data, namely the legal corridor, data quality must ensure "correct, sufficient, clean, and alive"; technology infrastructure, implementation progress; ensuring human and financial resources and importantly, cutting to facilitate people when requested.

Reporting at the working session, the representative of the Ministry of Science and Technology said that the Ministry has urgently assigned units to implement; thereby, the Ministry has reviewed a total of 519 administrative procedures under the management of the Ministry of Science and Technology, of which 334 are at the central level, 185 are at the provincial level (no administrative procedures at the commune/ward level), divided into 08 fields. The number of administrative procedures containing one of the 15 types of documents with information on national databases and specialized databases is 154 administrative procedures .

The review results show that in the administrative procedures, there are 03 types of documents required: Citizen Identification Card; Judicial Record Certificate, Business Registration Certificate. In which, the Judicial Record Certificate has been implemented, reviewed and reduced in Decree No. 262/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science , Technology and Innovation (abolishing 02 administrative procedures; and amending and supplementing 01 administrative procedure).

The Ministry of Science and Technology has reviewed 154 administrative procedures as requested by the Working Group; the results show that there are 04 duplicate administrative procedures, the Ministry of Science and Technology has added 05 new administrative procedures. Thus, the total number of administrative procedures proposed to be reduced and simplified based on the database is 155. administrative procedures

Currently, the Ministry of Science and Technology has reviewed and proposed amendments to: 29 legal documents, including 02 Laws, 10 Decrees, 05 Decisions of the Prime Minister; 12 Circulars.

The Ministry of Science and Technology requested the Ministry of Public Security to continue to improve the infrastructure for connecting and sharing data between the national population database and specialized databases, ensuring fast, safe and appropriate access for the purpose of handling administrative procedures; at the same time, promulgate standard technical procedures so that officers handling administrative procedures can access information instead of paper documents; promulgate regulations on recording and monitoring the exploitation of electronic data to ensure proper use and avoid information leakage.

It is recommended that the Ministry of Justice soon issue a unified guidance document on the use of electronic data instead of traditional documents, with a mechanism to record equivalent legal value (in reality, there is still concern about legal responsibility when using electronic data instead of paper documents).

At the meeting, delegates discussed many related issues such as sharing and integrating documents on VNeID, connecting information systems, system responsiveness; feasibility of reduction; technical issues, guaranteed resources, synchronization, connectivity, infrastructure of central and local data systems, especially after operating 2-level local government...

Deputy Minister of Science and Technology Bui Hoang Phuong affirmed that the Ministry's viewpoint is to strongly support the policy of cutting and simplifying administrative procedures based on data, saving time and costs. The Deputy Minister also said that the Ministry of Science and Technology is being assigned to build many shared databases and platforms, including administrative procedure platforms. However, there are also difficulties when merging the Ministry because it was previously building its own database.

Agreeing with the view of not waiting for complete data but needing to exploit what already exists, Deputy Minister Bui Hoang Phuong affirmed that the Ministry will continue to review, especially the problems, to soon have solutions to remove them.

Concluding the working session, Deputy Minister of Justice Nguyen Thanh Tinh assessed that the Ministry of Science and Technology had promptly implemented the Prime Minister's dispatch and instructions from the Ministry of Public Security and the Ministry of Justice.

The Deputy Minister also noted that the Ministry of Science and Technology needs to continue to pay attention to issues related to digital transformation to reduce and simplify administrative procedures based on data. At the same time, review and supplement legal issues, pay attention to strengthening the technology platform, and provide guidance when difficulties and problems arise.

Each local ministry and sector database must be connected, interconnected, and ensure information security so that the implementation of cutting and simplifying administrative procedures based on new data can be effective.

In addition, Deputy Minister Nguyen Thanh Tinh also suggested using the model of accompanying enterprises. Having accompanying enterprises in the technology field will create good resources for the implementation of administrative procedure reduction to be public, transparent, effective, and ensure feasibility.
