On the morning of October 30, Deputy Minister of Justice Nguyen Thanh Tinh, Deputy Head of the Inter-sectoral Working Group on reviewing and evaluating administrative procedures (TTHC) nationwide, led the Inter-sectoral Working Group to work with the People's Committee of Bac Ninh province on reviewing, reducing, and simplifying TTHC based on data according to Official Dispatch No. 201/CD-TTg dated October 22, 2025 of the Prime Minister (Official Dispatch 201).
Overall campaign with very high requirements on progress and quality
Speaking at the opening of the working session, Deputy Minister Nguyen Thanh Tinh affirmed that the work of reviewing and reducing administrative procedures is a regular task of agencies and units. However, according to Official Dispatch 201, a "campaign" to review and reduce administrative procedures in general with very high requirements on progress and quality is being carried out, requiring urgency and great determination.
Deputy Minister Nguyen Thanh Tinh said that the Ministry of Justice was assigned to closely coordinate with the Ministry of Public Security, the Ministry of Home Affairs, the Government Office and other ministries, branches and localities to conduct a comprehensive review to reduce and simplify administrative procedures based on data exploitation. The time frame set is extremely urgent, in which the report on results must be completed before November 15.
To meet the requirements, on October 22, 2025, the Prime Minister issued Official Dispatch 201/CD-TTg directing the implementation. The active consultation of the Ministry of Public Security, the Government Office, the Ministry of Home Affairs and relevant agencies has helped to form a unified implementation toolkit, concretized through the guiding documents of the Ministry of Justice and the Ministry of Public Security. The entire process clearly demonstrates the deep concern and strong leadership of the Central Government for this work.
"The interdisciplinary working group used input documents that were the results of the Ministry of Public Security's proactive review earlier. Initial results identified a list of 15 types of documents and 734 administrative procedures that could be reduced and simplified through replacement with data," Deputy Minister Nguyen Thanh Tinh added.
Reducing and simplifying administrative procedures based on data, emphasizing this principle, Deputy Minister Nguyen Thanh Tinh pointed out that when the database already has information, state agencies are not allowed to ask people to re-provide existing documents. Taking a specific example of the procedure for registering secured transactions using land use rights when borrowing from banks, the Deputy Minister of Justice shared that if we do a good job of connecting land data, population data and data on marital status, this process will be radically shortened.
"People do not need to notarize or authenticate many types of documents. This is a real revolution in administrative procedure reform, promoting credit disbursement progress to serve socio-economic development," Deputy Minister Nguyen Thanh Tinh emphasized.
To successfully implement, according to Deputy Minister Nguyen Thanh Tich, it is necessary to ensure 6 key conditions. First, regarding legality and procedures: Cutting a component of the dossier means having to change the procedural process, requiring a solid legal corridor. The proposed solution is to build a normative resolution of the Government according to the specific mechanism in Resolution 206 of the National Assembly to simultaneously amend the provisions in many related laws and decrees, ensuring consistency and immediate effectiveness. Localities also need to amend the resolutions of the People's Council accordingly.
Second, on data quality: The Deputy Minister emphasized that data is the root, must ensure "correct, sufficient, clean, alive, unified, shared". Currently, population data is basically stable, civil status data reaches about 80%, other data is in the process of completion. But if there is data that is slow to update, causing inconvenience to people, there must be a mechanism to handle it.
Third, on technology and infrastructure: It is necessary to ensure that the technology platform, machinery and equipment from the central to local levels are smooth, modern and useful.
Fourth, regarding the implementation roadmap, according to the Deputy Minister, Phase 1, from now until November 15, focuses on procedures that can be done immediately. Phase 2, until January 1, 2026, completes the remaining procedures. Localities like Bac Ninh need to self-evaluate and propose their own roadmap, and can even go ahead.
Fifth, regarding the mechanism for handling problems, the Deputy Minister requested that when people complain about the accuracy of data, there needs to be a clear mechanism to verify and adjust promptly, protecting their legitimate rights.
Sixth, regarding human resources, the Deputy Minister affirmed that people are the decisive factor. Officials and civil servants must be proficient in technology. He proposed the model of "Technology Advisory Group" at the Public Administration Service Centers to guide and support people. It is necessary to mobilize the strength of the entire political system, creating breakthrough efficiency like the recent experience of cleaning up civil status data.

Bac Ninh strives to achieve Top 5 in all socio-economic targets
Reporting to the working delegation, Director of the Provincial Department of Justice Luu Dinh Thuc highlighted many positive results in administrative procedure reform. Typically, the Provincial People's Committee issued a Plan to control administrative procedures and implement the one-stop and one-stop mechanism in the last 6 months of 2025; in which it requires 100% of administrative procedures when issued to be assessed for impact, appraised, and ensured to comply with regulations; 100% of slow and late files must apologize to people and organizations according to regulations; the satisfaction level of people and businesses with the settlement of administrative procedures must reach at least 90%, especially in the fields of land, construction, and investment must reach at least 85%.
Up to now, basically 100% of the province's administrative procedures (except for inspection procedures) have been applied without boundaries in the province. Implement the "24-hour Green Channel" and "60% Green Channel" mechanisms in implementing administrative procedures for key projects. Regarding the results of receiving and handling administrative procedure records on the Bac Ninh Provincial Administrative Procedure Processing Information System in the third quarter of 2025, the province handled 99.95% of records before and on time.
According to the results announced on the National Public Service Portal as of October 27, 2025, Bac Ninh province achieved 91.73/100 points, continuing to maintain the No. 1 position out of 34 provinces and cities - for the 6th consecutive week leading the country in the Index of direction, operation and assessment of service quality for people and businesses in performing administrative procedures and public services in real time in the electronic environment...
Regarding the implementation of Official Dispatch 201, agencies and units in Bac Ninh province have focused on reviewing the content according to the scope and management fields to specifically propose reviewing, reducing and simplifying administrative procedures based on data. Based on the list of 734 administrative procedures with dossier components that can be replaced by data in 16 fields reviewed by the Ministry of Public Security, the Provincial People's Committee has reviewed and proposed that 349 administrative procedures can be replaced by data, 207 administrative procedures are not under the province's authority, including border-related administrative procedures that do not arise in the province, administrative procedures under the authority of ministries and central branches...
Bac Ninh Province requested the Government Office to continue to guide and provide a list of administrative procedures that can replace documents with data. Allow localities to update the results of additional reviews after completing the specialized database. Advise the Prime Minister to direct ministries and branches to urgently review, synthesize and implement amendments to legal documents regulating administrative procedures, thereby reducing the components of documents that can replace documents with data in order to simplify the components of documents that organizations and individuals must provide.
At the same time, it is recommended that central ministries and branches issue regulations to thoroughly apply the principle of "not requiring existing documents" on the National Database, making full use of available file components and data on the systems when performing administrative procedures; soon eliminate the requirement to submit paper documents for procedures that have been authenticated through the National Public Service Portal or have valid digital signatures...

He requested units to send reports to the Department of Justice, which must clearly state which administrative procedures can actually be implemented from November 15, which procedures will start from January 1, 2026.
Clarifying some contents, Mr. Mai Son said that it is necessary to have a transition in the upcoming regulations, especially for some types of documents where one person has data but another person does not. The province also wants to have unified direction for the construction of provincial data centers so that provinces do not need to build their own data centers, avoiding waste.
Sharing some learning experiences about public service during a recent business trip, Mr. Mai Son said: that this work, although new and difficult, must really be associated with the leader and the person directly in charge. Bac Ninh always has a timely reward and criticism mechanism with clear indicators.
Concluding the working session, on behalf of the working group, Deputy Minister Nguyen Thanh Tinh emphasized that the discussion together clarified the conditions and related issues to make the policy of reducing and simplifying administrative procedures and using population data truly feasible. This will ensure the effectiveness of the activities in a practical way. In other words, the people will be the beneficiaries, and the Party's policies and guidelines will truly come into life.
Agreeing with Mr. Mai Son's strong direction, the Deputy Minister of Justice said he would synthesize and fully report on local recommendations and expressed his belief that Bac Ninh would become a bright spot in implementing this policy.
Noting that the implementation deadline as requested by the General Secretary is not much left, just over two weeks, the Deputy Minister suggested that Bac Ninh start the implementation plan right now; step up propaganda work so that people can see the meaning and purpose of this work, see the determination of the Party and State in digital transformation...
