The Public Administrative Service Center (PVHCC) of Tinh Bien ward began its trial operation on June 22nd and officially commenced operations on July 1st. Following its launch, the center has focused on implementing various solutions to best meet the needs of organizations and individuals in handling administrative procedures. The center publicly and transparently displays procedures, processes, fees, and charges; and simultaneously enhances the application of information technology, receiving and processing applications through the online public service portal. The center monitors and urges cooperating units to minimize the number of overdue applications.
Mr. Tong Thanh Giang, Vice Chairman of the People's Committee and Director of the Public Service Center of Tinh Bien Ward, said: "The Center has fully publicized 396 categories and contents of administrative procedures under its jurisdiction on the notice board in the citizen reception area, via QR code, the ward's electronic portal, and directly at the application reception counter, making it increasingly convenient for people to carry out administrative procedures."
When visiting the Tịnh Biên Ward Public Health Center for the first time to obtain a power of attorney, Mr. Mai Ngọc Hậu, a resident of Tịnh Biên Ward, shared: “At first, I thought I would have to wait a long time, but unexpectedly, it was so quick and convenient.” Ms. Thiều Thúy Hằng, who came to process her social welfare application, said: “The staff guided me attentively, and the procedures were completed very quickly, in just a few minutes. The staff here are all enthusiastic and friendly.”
The Tinh Bien Ward Public Service Center has deployed youth union members to support, guide, and answer questions for residents and businesses. Mr. Tran Cong Bach, a youth union member in Tinh Bien Ward, said that many people are unfamiliar with submitting applications online and lack technological skills, causing difficulties. Therefore, officials and youth union members regularly provide detailed step-by-step guidance, assisting with account creation, declaration, and electronic application submission right at the counter. In addition, the Tinh Bien Ward Public Service Center coordinates with relevant departments to strengthen communication through loudspeakers, social media, and leaflets so that people are well-informed before coming to complete administrative procedures.
The spirit of responsibility and a service-oriented attitude towards the people are consistently instilled in officials and civil servants by the Party Committee and People's Committee of Tinh Bien Ward. As a result, the spirit of service has been continuously improved, helping the ward to lead other wards and communes in administrative reform.
From July 1st to October 24th, 2025, the Tinh Bien Ward Public Service Center received and processed 4,591 applications through the An Giang Provincial Public Service Portal (4,589 online applications and 2 applications via postal mail ), of which 3,550 out of 3,560 applications were processed online, achieving a rate of 99.72%. According to Mr. Tong Thanh Giang, this result was achieved thanks to the consistent guidance of the Ward Party Committee and People's Committee, which significantly contributed to the overall success of local administrative reform. The ward regularly directs specialized agencies and research centers to find solutions to simplify and clarify procedures and shorten the processing time for administrative procedures for citizens and businesses.
Currently, the Tinh Bien Ward Public Service Center is equipped with modern facilities and equipment and has 9 professional and experienced civil servants, effectively meeting the needs of citizens in resolving administrative procedures. The Ward People's Committee has approved the investment budget for equipment to improve the center's operational efficiency. “In the coming time, the center will continue to promote the application of information technology in managing and resolving administrative procedures, improving service quality, maintaining and increasing the satisfaction rate of citizens. At the same time, we will ensure transparency in all processes, strengthen the trust of the people, and move towards a modern administration that serves the people even better.”
