People receive "red books" faster and more conveniently

After more than 4 months of operating the 2-level local government model, many communes and wards in Da Nang city have recorded positive changes in the issuance of land use right certificates and property ownership certificates attached to land (referred to as "red books"). Processing time has been significantly shortened, people do not have to travel many times, and the file processing process is more transparent and convenient.

Actively receive and process applications

In Lien Chieu ward, from July until now, the locality has received hundreds of land records and completed and issued nearly 20 "red books" to people. Sharing the joy of receiving the "red books", Mr. Le Van Hoai said: "Previously, to do the procedures, I had to go to the district to submit the records, then the records were sent back to the ward for verification, measurement... Each step was separate, making the time longer, sometimes more than a month. Now, I only need to go to the ward, and with enthusiastic guidance from the staff, I received the book after only nearly 20 days. This helps us people feel secure, confident and motivated to do business and develop the economy ."

According to Mr. Nguyen Van Ly, Vice Chairman of Lien Chieu Ward People's Committee, the initial results are very significant. Because when receiving authority from the district level, the grassroots staff must simultaneously process new files and review hundreds of previous files. "At first, we had to study, work, and review the process to comply with legal regulations, while ensuring that people did not have to wait long. There were days when the cadastral officers and the economic - infrastructure - urban department had to work until 9 pm to return the files on time," said Mr. Ly.

Lien Chieu Ward has clearly assigned the focal point for handling: The Public Administration Service Center receives the one-stop application; the land officer checks the current status, coordinates with the surveying unit to update the land plot map; the Economic - Infrastructure - Urban Department prepares the technical application and confirms; then submits it to the ward People's Committee leader to sign and issue the certificate. People only need to pay their financial obligations and go to the ward to receive the results, instead of having to go to many places, many times.

At Hai Van ward, holding two "red books" that had just been handed over, Mr. Doan Binh emotionally shared: "My family handed over land for the coastal road project connecting Lien Chieu port and was arranged to resettle on Me Linh street. When we heard about the merger, we were also worried that the procedures would take a long time. We did not expect to receive the books in such a short time. Thank you very much to the Hai Van ward government for their enthusiastic guidance and quick resolution."

Sharing the same joy, households such as Truong Boi, Le Van Cuong, Pham Van Thuong, Thai Ngoc Hung... all said that their applications were processed smoothly, without any problems. "From now on, we can rest assured to stabilize our lives and develop the economy on our land," said a representative of Mr. Thai Ngoc Hung's family.

Chairman of Hai Van Ward People's Committee Nguyen Thuc Dung said that the highest requirement in handling land records is not to delay, not to let it backlog and especially not to let people wait in a state of "not knowing why". In case the conditions are not met, the ward will clearly notify the reason and provide specific instructions to supplement the records. "Resolving land is directly related to the people's rights. Therefore, it must be done correctly - sufficiently - carefully, but also quickly, responsibly and transparently", Mr. Dung said.

Enhancing the role and responsibility of grassroots authorities

Not only in urban areas, the model of issuing "red books" at the commune level is also being implemented synchronously in mountainous communes. Hiep Duc commune is one of the first localities to issue books directly to people immediately after decentralization. Mr. Dang Ngoc So, Vice Chairman of the Commune People's Committee and Director of the Hiep Duc Commune Public Administration Service Center, said that the workload is very large because many files have complicated land origins, related to forest land and reclaimed land used many years ago. "But we thoroughly adhere to the spirit of putting people at the center. No matter how difficult it is, it must be resolved clearly, in accordance with the law and on time," said Mr. So.

Mr. So also said that being given the authority to sign and issue the “red book” for the first time not only helps people to be more convenient, but also enhances the role, responsibility and capacity of the local government. Commune officials have the opportunity to practice and mature from practice; at the same time, they have a better grasp of the land management situation in the area, limiting errors, complaints and disputes.

According to Mr. Nguyen Hong An, Deputy Director of the Department of Agriculture and Environment, to ensure the new model operates effectively and smoothly, right from the implementation of the 2-level local government, the Department has directed the City Land Registration Office to coordinate with branches and People's Committees of communes and wards to standardize business processes, develop regulations for coordinating the processing of records step by step, in which the time to return results is stipulated to be a maximum of 17 working days.

Currently, the People's Committees at the commune and ward levels are allowed to carry out 14 administrative procedures on land, including important procedures that are under the authority of the district level such as: Issuing the first land use right certificate; issuing and changing; registering land changes, dividing and merging plots; changing land use purposes within the permitted scope. Thus, most of the basic procedures can be resolved right at the grassroots level. This not only saves time and travel costs for people, but also creates conditions for transparency in the land management process.

At the same time, communes and wards in the city have completed public administration service centers, upgraded information technology systems, increased the application of online public services and trained staff in citizen reception skills. Many people assess that this change is not only to shorten the process, but in fact, to shift from a "management" mindset to a "service" mindset.

Implementation has shown that strong decentralization to localities is only effective when accompanied by a strict monitoring and inspection mechanism to ensure publicity, transparency and legality. This is also a consistent requirement in the city's leadership: decentralization but must go hand in hand with responsibility; creating convenience for people but not loosening management.
