
From early morning on October 31st, in Dien Ban Dong ward, dozens of canoes and motorboats were mobilized to deliver food, supplies, and essential goods to areas still cut off. Dozens of volunteer groups and members of the Da Nang City Association for the Love of Waste have been present here for the past two days, preparing hundreds of quick meals and bottled water to deliver to residents in the flooded areas. Priority points for receiving food and supplies today are Quang Nam Regional General Hospital, Vinh Duc Hospital, and Duy Xuyen Regional Medical Center, where thousands of patients, their relatives, and medical staff have been staying to cope with the severe flooding for many days.

Ms. Truong Tran Khanh Tuyen, a member of the Da Nang City Association for the Protection of Waste, shared: “The Association launched a relief campaign for flood victims, sending many gifts including meals and essential supplies. Yesterday, our team sent over 1,500 packages, and today we are delivering nearly 2,000 more. We hope this small act of sharing and compassion will reach our compatriots who are facing many difficulties due to natural disasters and floods. We hope that after the flood recedes and safety is ensured, we will continue to provide meaningful gifts directly to the people; and we also hope to cooperate with the police, soldiers, and other functional forces to continue cleaning up after the flood.”
At the An Tay Old Quarter Community Center – the receiving and coordinating point for relief supplies for the entire Dien Ban Dong ward and hospitals in the former Dien Ban town – the Civil Defense Force of Region V – Dien Ban, along with police officers, militia, and local youth, are on duty, coordinating dozens of canoes and motorboats carrying relief goods. Lieutenant Colonel Tran Minh Hieu, Deputy Chief of Staff of the Civil Defense Command of Region V – Dien Ban (Da Nang City Military Command), said: “Regarding the coordination of relief supplies from various places, the Civil Defense Command of Region V – Dien Ban coordinates with the ward, the Fatherland Front, mass organizations of Dien Ban Dong ward, and units of Military Region 5, police, and military to receive and distribute supplies to people in the flooded areas and hospitals. Currently, the military has reinforced with 10 canoes to transport drinking water, dry food, and other necessary supplies.”

In just the past two days, the Co An Tay neighborhood has received thousands of essential gifts from charitable groups. Thousands of meals, drinks, and instant noodles have been delivered to hospitals; and more than 3,000 gift packages containing fast food and essential necessities have been handed directly to residents in deeply flooded areas such as Tu Cau, Ngan Ha, Quang Hau, Block 7B, and Co An Tay.

Mr. Nguyen Minh Hieu, Secretary of the Dien Ban Ward Party Committee, said: “The people in the flooded areas are lacking food and drinking water, so the local authorities have mobilized support from philanthropists and charitable organizations. Accordingly, these charitable forces have provided food and drinking water to the people in the flooded areas, ensuring that no one goes without supplies during the flooding.”
Flooding in the wards of Dien Ban Dong, Dien Ban Tay, An Thang, Duy Xuyen, Dai Loc, etc., has caused serious damage to both people and property. Thousands of households still need assistance, and shipments of aid are still traveling to the flood-stricken areas, carrying the love and sharing of the community to the people affected by the natural disaster, providing them with renewed support to overcome difficulties and stabilize their lives as soon as possible.
* On the morning of October 31st, the rain stopped, and the water levels in the rivers in the southern part of the city began to recede slowly. On mountainous roads and areas along rivers and streams, immediately after the floodwaters receded, local authorities and residents took advantage of the opportunity to clean up and sanitize the environment, and quickly stabilize their lives after the flood.
In mountainous areas such as Tra Linh, Tra Van, Tra Leng, Tra Tan, Phuoc Nang, Phuoc Hiep, Phuoc Tra commune, Hiep Duc, etc., many roads are cut off, and transportation remains difficult. Heavy rains caused thousands of cubic meters of soil and rocks to slide down, destroying inter-village roads. In many places, as floodwaters receded, entire stretches of road were covered in garbage and mud. Local authorities are implementing remediation efforts, mobilizing machinery and equipment to clear debris and reopen vital transportation routes as soon as possible, and to provide essential supplies to the people.


At the flooded areas, the military, police, militia, and local people worked together to clean up houses; they also took to the streets to clear the mud remaining after the flood on transportation routes with the motto "clean up wherever the water recedes." In downstream areas, the armed forces and local authorities also urgently supplied food and provisions to the people in the flooded areas.
