She determined that staff must help leaders grasp the situation to make correct decisions in leadership and management activities; promote the advisory role in the implementation of studying and following Uncle Ho.

From 2021 to present, Ms. Phuong has advised on over 90 documents specifying the implementation of studying and following Uncle Ho such as: Plan to determine the annual topic of studying and following Uncle Ho; participating in editing the full-course topic "Studying and following Ho Chi Minh's ideology, morality, and style on self-reliance, self-strengthening, and aspiration to develop a prosperous and happy country"; compiling topics on economic development, ensuring social security, improving people's lives; cadres and party members fulfilling their responsibilities as role models, overcoming the fear of responsibility, not daring to do; plans and instructions for party committees and authorities at all levels to link the implementation of Directive No. 05-CT/TW, Conclusion No. 01-KL/TW...

Not stopping there, to make studying and following Uncle Ho a regular and widespread practice in society, Ms. Phuong actively advised the leadership to innovate the work of commendation, reward, and replication of typical models. Specifically, she advised on the content of "timely discovering, praising, rewarding, and replicating models and examples in studying and following Ho Chi Minh's ideology, morality, and style"; strengthening the discovery, praising, rewarding, and replicating models and examples in studying and following Uncle Ho; continuing to promote the effective implementation of studying and following Ho Chi Minh's ideology, morality, and style; promptly discovering, building, praising, and replicating models and examples in studying and following Ho Chi Minh's ideology, morality, and style... Thereby, she advised on organizing conferences, seminars, praising, and rewarding over 500 collectives and individuals with outstanding achievements every quarter and year; Of which, 8 groups and individuals were awarded certificates of merit by the Prime Minister ; 3 groups and 7 individuals were awarded by the Central Propaganda Department (now the Central Propaganda and Mass Mobilization Department).

Through her professional work, Ms. Phuong has the opportunity to propagate and spread the noble values of Uncle Ho from models, typical examples, good people, good deeds to cadres, party members and the people. Notably, she advised on editing and publishing 1,800 copies of the book "Good people, good deeds - Beauty from simple things". "To study and follow Ho Chi Minh's ideology, morality and style more effectively and practically, in addition to actively studying and improving knowledge, staff need to be proactive, creative, dare to think, dare to do, dare to take responsibility for work; be close to the grassroots, propose appropriate opinions, close to the reality of the locality, agency, unit", Ms. Phuong confided.

With her love for the profession and sharp professional thinking, she contributed to spreading models and typical examples, actively advising and introducing 30 typical examples as exhibition materials at the Ho Chi Minh Museum; 3 typical examples participating in the Southern region exchange program and the program "Ho Chi Minh - Journey of Aspiration"; 4 models and typical examples in making short films, documentaries... In addition, she was responsible for coordinating the development of exhibition materials "Simple but noble examples", the documentary "Exemplary Party Cell Secretary", contributing to encouraging and cheering on collectives and individuals to enthusiastically compete to perform their tasks well, contributing to spreading the study and follow of Uncle Ho.
