
Vibrant production, proactive fire prevention
Currently, Hai Phong has more than 70 recognized traditional craft villages with hundreds of small and medium-sized production and business establishments operating stably. This is an important driving force for socio- economic development and tourism, but also poses a risk of fire and explosion, especially during the peak months at the end of the year.
At Nong Xa craft village (An Duong ward) - a place famous for over a hundred years for making rice paper and green rice flakes, the production atmosphere is very exciting. Many households have invested in modern machinery lines to replace manual methods that pose a high risk of fire. Mr. Nguyen Van Sinh, the owner of a long-time rice paper making facility in Nam village, said: "In the last months of the year, the workshop has to operate electricity continuously, so we always check the wiring system and circuit breakers every week to promptly fix damage and limit the risk of fire. When proactively preventing and fighting, damage if there is an incident is also significantly reduced."
According to Lieutenant Colonel Truong Thanh Hieu, Chief of An Duong Ward Police, small-scale production facilities in craft villages are often located among residential areas, with a high risk of fire spreading if an incident occurs. Therefore, the Ward Police regularly coordinate with residential groups to inspect, propagate, and guide facilities to replace old equipment, maintain fire extinguishers, and cut off electricity outside of production hours. Each household signs a commitment to ensure fire prevention and fighting safety, especially during peak production season.
Not only in Nong Xa, many other craft villages such as My Dong metal casting (Thien Huong ward), Chu Dau pottery (Thai Tan commune), Phong Lam leather goods (Gia Phuc commune), Dong Giao carpentry (Cam Giang commune) are also in the bustling production season. Along with the working atmosphere, fire prevention and fighting work is given top priority.
Mr. Pham Van Hung, owner of a leather production facility in Phong Lam village, shared: “We always consider fire safety as the most important factor. Police officers regularly guide and advise on fire prevention, fire fighting, and rescue skills to help workers understand how to handle incidents.”

Thanks to the initiative of the people and the support of the authorities, Hai Phong craft villages not only maintain a bustling production rhythm but also become increasingly safer and more sustainable.
Strengthen propaganda to raise people's awareness
After implementing the two-level government model, localities in Hai Phong have flexibly mobilized available resources to maintain grassroots fire prevention and fighting forces, civil defense forces and a network of propagandists in each village and residential group. Although funding is still limited, wards and communes have promoted socialization, organized training on fire fighting, rescue and escape skills for people, especially production and business households in residential areas. Thanks to that, people's awareness has clearly changed, from passive to proactive prevention.
In Gia Phuc commune, the People's Committee has developed a plan to inspect production and business establishments, promptly detect and handle violations of fire prevention and fighting according to its authority. Along with that, the commune coordinates with the police force for fire prevention, fighting and rescue to promote propaganda and training for each production household, establish inter-family groups, civil defense teams, regularly conduct drills and mobilize local forces to participate.
Comrade Nguyen Chinh Thong, Chairman of the Commune People's Committee, said: The commune also allocated funds to equip firefighting equipment and clothing for the civil defense team; maintained regular propaganda through loudspeakers, billboards, and leaflets. All households signed a safety commitment, equipped themselves with fire extinguishers, and proactively checked the equipment.

Lieutenant Colonel Dao Van Thang, Deputy Head of the Fire Prevention, Fire Fighting and Rescue Police Department (Hai Phong City Police) said: Fire prevention and firefighting management in craft villages has many positive changes, local authorities pay closer attention. However, there are still limitations due to lack of synchronous facilities, limited resources, some small production households are still subjective in using electricity and arranging materials. In that situation, the fire prevention and fighting force coordinates with local authorities to increase periodic and surprise inspections, especially at the end of the year; arrange 24/24 duty, set up hotlines, require facilities to open second escape routes, ensure safe distances between production areas and residential areas; resolutely handle violations according to regulations.
According to Lieutenant Colonel Thang, to reduce damage when a fire or explosion occurs, in addition to the involvement of functional forces, each citizen needs to raise vigilance, regularly check fire prevention and fighting systems, equip themselves with escape skills, and strictly comply with safety regulations at production facilities.
Reality shows that wherever the government, functional forces and people join hands, fire prevention, fire fighting and rescue work is effectively controlled. Linking fire prevention tasks with the movements "All people protect national security", "Safe residential areas - Safe factories", and the models "Fire prevention and fire fighting inter-family groups", "Fire prevention and fire fighting safe villages and residential groups" promotes community strength, contributing to ensuring a safe, warm and joyful Tet holiday.
