Strengthening security and safety at hospitals

The Ministry of Health requested the Ministry of Public Security to direct the police of units and localities to coordinate and support hospitals to strengthen security and safety, promptly detect and handle acts that cause insecurity and disorder at hospitals.

Since the beginning of 2025, hospitals have reported six cases of medical staff being assaulted while performing their duties of caring for and treating patients.

Notably, the developments of the incidents tend to become more and more serious, in which the incident that occurred on October 23 at the Neonatal Department, Nghe An Obstetrics and Pediatrics Hospital, when a patient's family attacked the nurses, attracted special attention from the press, media and public opinion.

These assaults not only seriously affect hospital security and safety, but also directly threaten the health and lives of medical staff, patients and their families; at the same time, they cause public outrage, psychological damage and reduce the working spirit of medical staff.

To strengthen the work of ensuring security and order in the coming time and effectively implement the Coordination Regulation No. 03/QCPH-BCA-BYT dated November 18, 2024 between the Ministry of Public Security and the Ministry of Health in the work of ensuring security, order and the health sector; The Ministry of Health respectfully requests the Ministry of Public Security to direct the Public Security of units and localities to coordinate and support hospitals in the area in deploying forces and means; apply technical solutions, manage, operate and effectively exploit the security camera surveillance system, the alarm system connected to the nearest police agency to proactively prevent, promptly detect and handle acts that cause insecurity and disorder at hospitals.

The police coordinate with hospitals to organize drills on security and safety situations and plans in medical examination and treatment areas, especially in high-risk departments and rooms (such as emergency, resuscitation, neonatal, etc.).

At the same time, closely coordinate with hospitals, authorities and local authorities in verifying, investigating and strictly handling subjects who assault and threaten medical staff while on duty, in order to increase deterrence and protect the rights and legitimate interests of medical staff.

The Ministry of Health respectfully requests the Ministry of Public Security to pay attention to and direct the implementation of the above contents to enhance security and safety for patients, medical staff and the hospital environment nationwide.
