Cam Ranh Ward: Hoping to soon implement the Residential Area and Resettlement Project on Pham Van Dong Street

The Pham Van Dong Residential and Resettlement Area Project (Cam Ranh Ward) was approved for investment in 2019, but only about 78% of the compensation was completed and had to stop in 2022. Cam Ranh Ward People's Committee hopes that the project will be implemented soon to create resettlement land fund to serve other projects, creating momentum for socio-economic development in the area.

The project encountered problems

According to the report of Cam Ranh Ward People's Committee, the Pham Van Dong Street Residential and Resettlement Area Project was approved by the People's Council of Cam Ranh City (old) in principle to use the city budget for investment in Resolution No. 18, dated December 27, 2019. The project was approved by the People's Committee of Cam Ranh City (old) in principle on June 30, 2020; approved the feasibility study report on construction investment in Decision No. 2593, dated December 31, 2020. The Provincial People's Committee also approved the environmental impact assessment report; approved specific land prices to calculate project compensation. The project has a total area of ​​nearly 14.9 hectares, with 187 plots of land to be recovered. From before 2023, the People's Committee of Cam Ranh City. Cam Ranh (old) has compensated and supported 153 plots (area of ​​11 hectares), with the amount of 101.88/131.34 billion VND (reaching 78% of the compensation value, corresponding to 78% of the cleared area).

However, after reviewing relevant legal regulations, Cam Ranh City People's Committee issued Decision No. 644 dated June 30, 2020 approving the project investment policy on the basis of Resolution No. 18 of Cam Ranh City People's Council, which is not within the authority prescribed by the Law on Public Investment (effective from January 1, 2020) because there is no resolution of Cam Ranh City People's Council assigning the authority to Cam Ranh City People's Committee to decide on the project investment policy. In 2024, Cam Ranh City People's Committee asked for opinions from the Department of Planning and Investment (now the Department of Finance) and the Provincial People's Committee for guidance on resolving difficulties in the project implementation process. Based on the direction and guidance of the Provincial People's Committee and the Department of Planning and Investment, Cam Ranh City People's Committee. Cam Ranh has proposed solutions to resolve the problem of authority to approve investment policies for the above project, but there is still no reasonable solution in accordance with legal regulations until the two-level local government comes into operation.

Hope to arrange capital soon

Recently, Cam Ranh Ward People's Committee submitted a document to the Standing Party Committee and the Standing Committee of the Ward Party Committee proposing to assign Cam Ranh Ward People's Committee to carry out procedures to terminate the implementation of the project that has been implemented according to the investment policy in Decision No. 644, dated June 30, 2020 of Cam Ranh City People's Committee (old); prepare a settlement file for previously implemented costs (bid packages and compensation and site clearance costs paid during the project implementation process). At the same time, deploy new project investment procedures for the unimplemented contents (remaining site clearance, technical infrastructure construction in residential areas) of the previous project according to the provisions of the Law on Public Investment.

Mr. Lu Ngoc Trung - Chairman of Cam Ranh Ward People's Committee said that the Residential Area and Resettlement Project on Pham Van Dong Street has received high consensus from the local people. The project will create a resettlement land fund to serve the site clearance work when implementing projects in the ward, especially key projects; create capital from the land fund to have a source of capital for the Ward People's Committee to proactively finance when investing in traffic infrastructure and technical infrastructure projects. Up to now, the project has disbursed more than 136.6 billion VND. The remaining funding requirement to arrange for project settlement is 162.2 million VND. “After finalizing the project, assigning the People's Committee of Cam Ranh Ward as the investor, the ward will review and request capital arrangement to continue implementing this project with a total capital of over 300 billion VND. The People's Committee of the ward has issued a report, recommending the Provincial People's Committee to consider adding the above project to the Provincial Public Investment Plan for 2025 so that the People's Committee of the ward has a basis to carry out the next steps as prescribed,” said Mr. Lu Ngoc Trung.
