
Attending the ceremony were: Major General Nguyen Hong Nguyen – Deputy Chief of the Office of the Ministry of Public Security; Colonel Tran Hong Quang – Deputy Director of the Nghe An Provincial Police.
Representing the Nghe An Department of Health were: Ms. Le Thi Hoai Chung – Member of the Provincial Party Committee, Director of the Department of Health; and Mr. Nguyen Van Nam – Deputy Director of the Department of Health.
The Nghe An Provincial Social Work Center (formerly the Do Luong District Center for Humanitarian Production, Service and Vocational Training) was established in 1997; it was transferred to the Nghe An Department of Labor, War Invalids and Social Affairs (now the Nghe An Department of Health) for management in 2012.

The Nghe An Provincial Social Work Center is responsible for receiving, caring for, and nurturing abandoned, homeless, and destitute children, as well as providing humanitarian vocational training for policy beneficiaries, disabled individuals, and other vulnerable groups. Since its establishment, the Center has assisted thousands of people in difficult circumstances throughout the province.
Currently, the Center has 24 staff members and employees, providing care for 66 abandoned, homeless, disadvantaged, and disabled children. The Center's facilities are dilapidated and inadequate, failing to adequately care for and educate the children and those eligible for social welfare programs.

Faced with the difficulties of the Nghe An Provincial Social Work Center, the Ministry of Public Security stepped in to call for and provide support to build a two-story building with 16 rooms to serve as accommodation for children and beneficiaries of social policies; and to build a canteen that can accommodate 200 people at the same time.
Responding to the call from the Ministry of Public Security and Nghe An province, Song Con Sugar Corporation and Nghe An Water Supply Corporation have sponsored the construction of these two projects. The total investment value is nearly 16.4 billion VND. The projects are expected to be completed and put into operation on April 30, 2026.

At the ceremony, leaders from the Ministry of Public Security, the Nghe An Provincial Police, and the Nghe An Provincial Department of Health performed the groundbreaking ceremony for the construction project. On behalf of the authorized representative, Major General Nguyen Hong Nguyen – Deputy Chief of the Office of the Ministry of Public Security – presented gifts from Lieutenant General Pham The Tung – Deputy Minister of Public Security – to the Nghe An Provincial Social Work Center.
