Attending the ceremony were comrades: Major General Nguyen Hong Nguyen - Deputy Chief of Office, Ministry of Public Security; Colonel Tran Hong Quang - Deputy Director of Nghe An Provincial Police.

On the side of Nghe An Department of Health , there were comrades: Le Thi Hoai Chung - Member of the Provincial Party Executive Committee, Director of the Department of Health; Nguyen Van Nam - Deputy Director of the Department of Health.

Nghe An Provincial Social Work Center (formerly Do Luong District Humanitarian Service Production and Vocational Training Center) was established in 1997; and was handed over to Nghe An Department of Labor, War Invalids and Social Affairs (now Nghe An Department of Health) for management in 2012.

Nghe An Provincial Social Work Center carries out the task of receiving, caring for and nurturing abandoned and homeless children, and providing humanitarian vocational training to policy beneficiaries, the disabled and others. Since its establishment, the Center has supported thousands of people in difficult circumstances in the province.

At present, the Center has 24 officers, civil servants, and workers; taking care of 66 abandoned, homeless, policy beneficiaries, and disabled children. The Center's physical facilities have degraded and are still lacking, not meeting the needs of caring for and raising children and policy beneficiaries.

Faced with the difficulties of Nghe An Province Social Work Center, the Ministry of Public Security has called for support to build a 2-storey building with 16 rooms to serve as accommodation for children and policy beneficiaries; and build a dining room that can accommodate 200 people at the same time.

Responding to the call of the Ministry of Public Security and Nghe An province, Song Con Sugarcane Joint Stock Company and Nghe An Water Supply Joint Stock Company have sponsored the construction of these two projects. The total investment value is nearly 16.4 billion VND. The project is expected to be completed and put into use on April 30, 2026.
