On the morning of December 15th, the Ministry of Public Security solemnly inaugurated the 81st National Public Security Conference. Prime Minister Pham Minh Chinh attended and directed the conference.
In his opening remarks at the conference, General Luong Tam Quang, Minister of Public Security, stated that this conference aims to summarize and evaluate the situation and results of police work in 2025; summarize the work on preventing and combating corruption, waste, and negative phenomena; thoroughly understand and implement two new regulations of the Politburo on intelligence work; and summarize the "For National Security" emulation movement in 2025, launching the "For National Security" emulation movement for 2026 within the police force.

According to the Minister of Public Security, in 2025, the People's Public Security force successfully accomplished many tasks, most notably ensuring national security in all situations, creating positive changes in social order and safety, contributing to maintaining political and social stability, creating a peaceful, stable, secure, and safe environment, and effectively serving the country's economic, cultural, social, and foreign policy development.
General Luong Tam Quang stated that 2026 holds special significance as the first year of implementing the Resolution of the 14th National Congress of the Party, continuing the implementation of the "Four Pillars" and three specialized resolutions of the Politburo, with a series of new and breakthrough ideas aimed at lifting the country out of the middle-income trap, striving to achieve two strategic goals: 100 years under the Party's leadership, 100 years since the founding of the nation, and becoming a developed, high-income country by 2045.

Furthermore, 2026 will also be the first year of implementing the Resolution of the 8th Congress of the Party Committee of the Central Public Security Ministry, with highly combative goals and targets aimed at further elevating all aspects of police work, striving to create new milestones and miracles, and increasing the contribution of police work to achieving the Party's strategic goal of "peace, stability, sustainable development, high quality, and improving all aspects of people's lives".
Minister Luong Tam Quang emphasized that this national police conference has very important content, therefore, he requested delegates to uphold a sense of responsibility, look directly at the truth, speak frankly, truthfully, and completely, without repeating achievements or results, focusing on clearly identifying existing shortcomings, limitations, difficulties, and obstacles, and discussing solutions to overcome and resolve them.
