
At the 2nd Conference of the Ho Chi Minh City Party Committee, delegates will discuss and provide feedback on the following topics: Report on the city's socio -economic situation in 2025, key tasks and solutions for 2026; Report on Party building, government building, and mass mobilization work in 2025, key tasks and solutions for 2026; The full-term work program of the City Party Committee for the 2025-2030 term; The 2026 work program of the City Party Committee and the Standing Committee of the City Party Committee, term I, 2025-2030; The inspection and supervision program of the Standing Committee of the City Party Committee for the 2025-2030 term; and the working regulations of the City Party Committee's Inspection Committee for the 2025-2030 term.
In his opening remarks and outlining the discussion topics, Comrade Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee, stated that this conference is of great importance as it will answer the question of what the Party Committee will do and how it will direct efforts over the next five years to achieve the goals set out in the recent First City Party Congress.

Comrade Tran Luu Quang stated that 2025 holds significant importance. We are changing the governance of the entire political system at the national level, including Ho Chi Minh City. “The changes include merging administrative units, shifting from multiple levels to two levels at the local level, merging provincial-level administrative units, abolishing the district level, and changing the commune and ward system. This necessitates new thinking and new approaches based on new principles,” Comrade Tran Luu Quang emphasized.
At this conference, the City Party Secretary requested that delegates focus their discussions and provide feedback on solutions to address the existing problems and obstacles facing the city, especially the four suggestions that General Secretary To Lam raised at the first City Party Congress: traffic congestion, flooding, air pollution, and striving for a drug-free city.
“The city is now larger, more expansive, stronger, and has more potential. Therefore, in addition to addressing existing problems and obstacles, we have another, more important task: building the city into the leading economic hub of the country, a center for scientific and technological development, innovation, and digital transformation, a place where new models are applied, with the ultimate goal of improving the quality of life for every individual and every family,” Comrade Tran Luu Quang stated.
The Secretary of the Ho Chi Minh City Party Committee urged delegates to actively express their opinions and dedication in order to generate many good ideas and effective methods so that the city can achieve success starting next year with the overall goal of double-digit growth.
