Accordingly, the city identifies and protects consumer rights in accordance with the Party's guidelines, the State's laws, and the orientations, strategies, plans, and programs for socio-economic development, as well as the development of the locality, sectors, and fields.

Therefore, consumer protection activities are implemented synchronously and uniformly from the central to local levels. In the context of strong decentralization and delegation of power, it is necessary to ensure clear responsibilities and powers of all levels of government in organizing implementation, while strengthening coordination, data sharing, monitoring, and inspection, and evaluating the actual effectiveness of consumer protection activities.

The application of modern science and technology, such as artificial intelligence (AI), big data, digital platforms, and new technological tools, needs to be strongly promoted in state management, consumer support, and enhancing corporate responsibility.

Consumer protection policies and models should promote sustainable and environmentally friendly consumption, contributing to economic growth while minimizing negative environmental impacts, improving quality of life, and contributing to combating global climate change. This should focus on reducing resource exploitation, recycling and reusing materials, and extending product lifecycles.

Regarding objectives, the city will focus on perfecting the legal framework for protecting consumer rights. This includes: utilizing at least one hotline system for consumer consultation and support; and participating annually in at least one event, competition, or activity sharing models, initiatives, and solutions to promote digital and green consumption.

In addition, 100% of political and social organizations, as well as associations in the city, participated in activities to raise awareness and provide skills training on protecting consumer rights. They also organized a launching ceremony for Vietnam Consumer Rights Day and at least two large-scale public events with direct interaction with consumers, agencies, organizations, and businesses.

Annually, organize activities to provide information in a category or series on at least one online social media platform with a large number of users; build a section on consumer rights protection on online newspapers; and annually publish at least 50 news articles about consumer rights protection activities.

In addition, 100% of officials responsible for protecting consumer rights in the city, as well as political and social organizations and social organizations involved in protecting consumer rights, participated in conferences, seminars, and training courses to enhance their capacity and share experiences in consumer protection work.
