After a long journey, we stopped at the Muong Lan Border Guard Post as the sun was setting, feeling the warm and friendly handshake of the border guards. Captain Nguyen Manh Phuong, Deputy Political Officer of the Muong Lan Border Guard Post, invited us to have dinner earlier than usual so that we could move to Nong Phu village before dark, more than 14 kilometers from the unit, to visit the literacy class taught by a "green-uniformed" teacher.
Literacy class at the Nong Phụ village cultural center, Mường Lạn commune.
At the village cultural center, the sounds of students spelling out words echoed, breaking the silence of the highland village of Nong Phu. Twenty-five students, both male and female, aged 15 to 40, some women carrying their children to class, their calloused hands, accustomed only to farming, now practiced holding pens and tracing each letter.
Mr. Mua A Menh, from Nong Phu village, shared: "Earlier this year, when I heard that a literacy class taught by officers and soldiers of the Muong Lan Border Guard Post was being opened in the village, I registered to attend. I even went with the teacher to each household to encourage people to come to the class. Knowing how to read and write helps us understand the law and learn how to do business and develop the economy ."
Assigned to teach literacy classes, Major Vì Văn Liêm, Deputy Commander of the Armed Forces at Mường Lạn Border Guard Post, shared: "The literacy class mainly consists of ethnic minority people. Many are elderly, with poor eyesight and shaky hands. I have to use their ethnic language to communicate and teach them to read and write."
From literacy classes, Major Liem skillfully incorporated the dissemination of the Party's guidelines and policies, the State's laws and regulations, local regulations, and documents related to the border area to the local people, using the motto "slow and steady wins the race."
Many women from Nong Phu village carry their children to class.

Captain Nguyen Manh Phuong, Deputy Political Officer of Muong Lan Border Guard Station, added: In addition to coordinating literacy classes, the unit also supports 3 students under the "Helping Children Go to School" program, providing 500,000 VND/month and school supplies at the beginning of each school year; adopting 2 children under the "Border Guard's Adopted Children" model, arranging food, accommodation, a separate study corner and necessary supplies; and assigning officers to guide the children on how to live and train.

The Muong Lan Border Guard Post is one of the exemplary units implementing the movement to promote learning and talent development, which has been launched by the Provincial Border Guard Command for many years. With the spirit and responsibility of soldiers of Uncle Ho, border guard officers and soldiers have been actively contributing to the movement in each unit. Through various forms, such as encouraging all officers and soldiers to save their salaries and allowances, organizing production and labor to raise funds; mobilizing sponsorships from agencies, organizations, businesses, and philanthropists, in 2025, 56 disadvantaged students were sponsored by the "Helping Children Go to School" program, including 46 children from 13 border communes, 10 students from neighboring Laos; and 8 children were taken in by 4 border guard posts to live and work at the units under the "Border Guard Post's Adopted Children" program. In addition, the "Army Officers and Soldiers Helping Children Go to School" project also supported 155 students in 13 border communes of the province.
The "Borderland Lesson" organized by the Muong Lan Border Guard Station attracted student participation.
In addition, the Border Guard Post's Education Promotion Associations coordinated the organization of two literacy classes for 56 students from border villages; maintained the "breakfast for children" model to support 13 children at Buoc Pat School and Long Sap Kindergarten. The units also mobilized funding to contribute to the construction of sanitation facilities and playground shelters for children in border areas; donated gifts, scholarships, school supplies, and necessities to 228 disadvantaged students; and proactively coordinated with schools in border areas to effectively implement extracurricular activities such as "Homeland and Islands" and "Borderland Lessons," contributing to educating students and young people about their responsibility to participate in protecting national border sovereignty .

Lieutenant Colonel Vi Van Chuong, Deputy Head of Political Affairs, Provincial Border Guard Command, informed: After reorganization, the Provincial Border Guard Command's Association for the Promotion of Learning has been consolidated, establishing 15 affiliated branches with 100% of officers and soldiers being members at all levels. Closely following the content of the coordinated program on promoting learning and talent, and building a learning society with the Provincial Association for the Promotion of Learning, the Provincial Border Guard Command has continuously promoted the movement for the promotion of learning and talent in each agency and unit.

Officers and soldiers of the Provincial Border Guard Command are promoting education and talent development among the people in border areas.

Annually, Party committees and unit commanders develop plans and coordinate with local authorities and schools to survey and compile statistics on students with particularly difficult circumstances, those without guardians, orphans, etc., to provide financial support through programs such as "Helping Children Go to School," "Adopted Children of Border Guard Posts," and the "Army Officers and Soldiers Helping Children Go to School" project. They also coordinate with community learning centers to conduct surveys and open literacy classes; and promote and encourage people to participate in legal education classes, especially regarding national border security and sovereignty. At the same time, they strengthen efforts to socialize and build scholarship funds.

Officers and soldiers of the Provincial Border Guard Command presented support under the "Helping Children Go to School" program to disadvantaged students in Laos.

The scholarship and talent promotion models of the Border Guard Command of the province deeply demonstrate their responsibility and close ties with the people. With affection and dedication, these soldiers in green uniforms not only impart knowledge but also build awareness of protecting national border sovereignty, contributing to raising the intellectual level of the people and creating a brighter future for the people in border areas.
