Presiding over the meeting, Major General Nguyen Hong Nguyen, Deputy Chief of the Office of the Ministry of Public Security, stated that, in implementing directives on overcoming the consequences of natural disasters and floods in the central provinces, focusing on the "Quang Trung Campaign" to rapidly rebuild and repair houses for households whose homes were destroyed or damaged, the Ministry of Public Security has issued a plan for implementation linked to the "Three Best" emulation movement of the People's Public Security Force: "Most disciplined, most loyal, closest to the people". To date, the Ministry of Public Security has organized the construction of 447 new houses and provided financial support of 50 million VND per house, coordinating with local authorities to implement the plan.
Representatives from the Da Nang Police Department stated that the city has 546 houses requiring repair and reconstruction, of which the police force is assigned to handle 271 (62 new constructions and 213 repairs). The Da Nang Police Department has mobilized 250 officers and soldiers to participate in the campaign. As of December 12th, 206 out of 213 houses have been repaired, with the remaining repairs expected to be completed by December 20th. For new constructions, the Da Nang Police Department aims to complete the first house by December 31st, 2025, and strive to complete the remaining houses by January 10th, 2026.
In Gia Lai , according to a representative of the provincial police, 650 officers and soldiers have been mobilized to decisively and rapidly carry out tasks to support the construction of 103 houses. Currently, 78 houses have been started, of which 3 have been completed.
According to a representative from the Mobile Police Command, in recent times, 5,019 officers and soldiers have been mobilized to reinforce local areas to participate in disaster prevention and control, rescue operations, and providing essential supplies to the people, contributing to reducing damage caused by natural disasters and helping people to stabilize their lives as soon as possible.
Implementing Plan 703 to deploy the "Quang Trung Campaign," the Mobile Police Command immediately deployed forces, especially with units stationed in the area participating alongside local authorities; mobilized social resources; deployed 170 officers and soldiers to reinforce Da Nang, Gia Lai, and Khanh Hoa; and is currently coordinating the construction and repair of 14 houses for local residents. A representative from the Mobile Police Command stated: "We request that local authorities proactively communicate with us; if support is needed, we will assess the situation and provide assistance to help people stabilize their lives as soon as possible."
Concluding the meeting, Major General Nguyen Hong Nguyen stated that currently, the entire People's Public Security Force has approximately 11,200 officers and soldiers in provinces from Ha Tinh to Lam Dong who are diligently working on construction sites to clean up, reorganize, and especially build houses, repair schools, and construct hospitals for people in disaster-stricken areas.
Major General Nguyen Hong Nguyen affirmed that the implementation of the "Quang Trung Campaign" within the People's Public Security Force is currently facing no difficulties; the determination of local police forces is very high, their efforts are immense, their will is very persistent, and their spirit is unwavering. Regarding the progress of implementation, reports from localities show that most have exceeded the deadline set by the Government, with some places being as early as 20 days.
During the meeting, the units agreed on several issues related to receiving and organizing the reconstruction of houses that had completely collapsed. Major General Nguyen requested that the police units promptly finalize the documents and detailed data, and send them to the Ministry's Office to process the transfer of funds as per regulations.

Regarding the legal documents and records of the houses being built, the Standing Office of the Steering Committee of the Ministry requests that the relevant units and the police forces of the provinces strictly implement and ensure full legal basis when handing over houses to the people; from ownership rights of the house to land use rights, including cases of resettlement and relocation to new residences because the old location no longer exists or is not safe.
Regarding ensuring living conditions and health for officers and soldiers performing their duties, the Provincial Police Departments are requested to direct local police medical forces to closely monitor and care for the health of officers and soldiers; to prevent errors in labor organization and work; and to ensure that the force performing its duties is truly professional, safe, and closely linked to the task of maintaining security and order at the local level.
