On December 15th, information from the Quang Tri Provincial People's Committee indicated that it will strengthen efforts to effectively address and prevent harassment and inconvenience to citizens and businesses in resolving their affairs in 2026.
Accordingly, the People's Committee of Quang Tri province issued Plan No. 2365/KH-UBND on continuing to implement Directive No. 10/CT-TTg dated April 22, 2019, of the Prime Minister , requiring agencies, units, and localities to thoroughly understand and direct the synchronized implementation of solutions to effectively handle and prevent harassment and inconvenience in resolving issues; and to strictly comply with the regulations of the Law on Receiving Citizens' Complaints.

Officials, civil servants, and units must respect and listen to the opinions and aspirations of citizens and businesses; act democratically, fairly, objectively, promptly, and within their authority; simplify procedures to facilitate citizens; maintain confidentiality and ensure the safety of those who provide feedback, suggestions, complaints, and denunciations in accordance with regulations; and ensure the timely and thorough resolution of suggestions, feedback, and denunciations from citizens and businesses, avoiding unclear explanations instead of solutions.
Departments, agencies, units, and localities also need to uphold the responsibility of setting an example, demonstrating exemplary conduct, and strengthening responsibility in directing, managing, inspecting, and supervising the implementation of tasks, public services, discipline, and administrative order within their assigned state management scope; paying attention to directing efforts to build a team of cadres and civil servants who are politically and ideologically sound, and morally upright in their conduct and lifestyle.
Proficiency in professional skills and expertise in handling the affairs of citizens and businesses; strengthening inspection and supervision of the responsibilities of heads of agencies, units, and localities to prevent corruption; thereby promptly detecting and strictly handling heads of agencies and units who are irresponsible and allow officials and employees under their direct management to engage in harassment and inconvenience to citizens and businesses; and immediately dealing with heads who show signs of covering up or condoning wrongdoing by their subordinates.
In addition, administrative reforms should be implemented, transparency in the operations of agencies and units should be enhanced, and management technology should be innovated; the dissemination and education of laws on preventing and combating corruption, waste, and negative practices should be strengthened, and the role and responsibility of society in preventing and combating corruption, waste, and negative practices should be promoted; and inspections and audits of public services should be strengthened, along with the development of mechanisms for monitoring and detecting violations.
The plan aims to further enhance awareness, responsibility, service spirit, public service ethics, and strengthen administrative discipline and order among each official, civil servant, and employee, as well as among departments, agencies, and People's Committees of communes, wards, and special zones in handling work within the province.
