On the morning of December 16th, at the Great Hall of the People, the working group of the National Committee on Culture and Society held talks with the Education , Science, Culture, and Health Commission of the National People's Congress of China. Attending the talks was Luo Shugang, Chairman of the Education, Science, Culture, and Health Commission of the National People's Congress of China.

Speaking at the meeting, Vice Chairwoman Nguyen Thi Mai Hoa thanked the leaders of the Committee and the Chinese delegates for their warm, thoughtful, and sincere welcome; affirming that this is a vivid testament to the traditional friendship, increasingly deep cooperation, and trust between the two Parties, two States, and legislative bodies of Vietnam and China.
Deputy Chairperson Nguyen Thi Mai Hoa also introduced the Vietnamese National Assembly , the Committee on Culture and Society, and the results of the recently concluded Tenth Session of the 15th National Assembly. At this session, many important laws, directly reviewed by the Committee, were passed by the National Assembly, such as: the Law amending and supplementing a number of articles of the Law on Education, the Law on Vocational Education (amended), the Law on Higher Education (amended), the Law on the Press (amended), the Law on Population, and the Law on Disease Prevention.

"We particularly appreciate the exchanges and sharing of experiences from the Chinese side in building and perfecting the legal system, especially policies related to culture, education, information and communication, human resource development, as well as the practical implementation of 'People's Democracy throughout the process' associated with modern national governance," said Deputy Chairwoman Nguyen Thi Mai Hoa.

During the talks, representatives from the National People's Congress's Health, Culture, and Education Commission exchanged views on China's cultural and educational policies. Accordingly, China is developing a bill on childcare services, integrating childcare into government public services to increase the birth rate. China is also promoting the development of a law on the cultural industry to exploit the potential of this sector, making culture and tourism key economic sectors of the country…


Later that afternoon, the delegation from the Committee on Culture and Social Affairs participated in a seminar with the Charhar Society – an independent organization specializing in providing expert assessments and perspectives on diplomacy and international relations. Representatives from the Charhar Society shared insights on human resources in the context of the knowledge economy, digital transformation, the development of IoT, big data, and artificial intelligence; policies for building and developing the cultural industry market; education of national cultural values, especially the education of young generations and cultural education in schools; development of mass media systems, legal frameworks for the press, radio, and television; development of libraries and museums, and building a reading culture among young people…
As part of their work program, the delegation also worked with several higher education institutions and media corporations; and visited and surveyed a number of cultural and historical sites in Beijing, Guangzhou, and Shenzhen.
