Under the direct and absolute leadership of the Party in all aspects, the unified management of the State, the close and effective coordination of the People's Army, ministries, departments, and localities, and the support of the people, the entire People's Public Security force has upheld its glorious traditions, strived diligently, and achieved many important results in ensuring security and order. These achievements have been recognized and highly appreciated by the leaders of the Party and State, the leaders of central and local ministries and departments, and have received the approval and support of the people.
The People's Public Security Force continues to take the lead in implementing Resolution No. 18-NQ/TW of the 12th Central Committee, operating a two-tiered local police model from March 1, 2025, providing practical examples for the entire political system to refer to. In implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation, the Ministry of Public Security has played the role of the Standing Agency of Project 06, closely coordinating with ministries, sectors, and localities to comprehensively and decisively implement Project 06 and the Party and State's policies on developing the digital economy and data economy, achieving many very important results, contributing to raising Vietnam's position in the international arena, including a 15-rank increase in the e-Government index, ranking 71st out of 193 countries; The rate of online public services increased ninefold, reaching 82.37% compared to before the implementation of Project 06; the digital economy grew by more than 20% per year, estimated to reach 18.3% of GDP.
Pioneering the implementation of Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation, the position of the Vietnam People's Police has been elevated to a new level, especially after successfully advising and organizing the opening ceremony of the Hanoi Convention in all aspects.
Actively implementing Resolution No. 66-NQ/TW of the Politburo on reforming the work of lawmaking and enforcement, the Ministry of Public Security continues to proactively advise on improving the law on new issues, and has advised on amending and supplementing 13 laws, 1 ordinance, and 21 decrees.
In implementing Resolution No. 68-NQ/TW on the development of the private economy, the mindset regarding security and order has shifted significantly from protection and management to a close combination of protection, management, and accompanying, supporting, and fostering development; continuing to reduce processing time by 20-30% and fees by 30% for many administrative procedures in state management of security and order, coupled with the vigorous implementation of a high-intensity campaign against the production and sale of counterfeit goods, smuggling, and commercial fraud, and strengthening the protection of citizens and businesses.
Security and order protection efforts have focused on addressing the root causes of complex underlying issues. National security has been maintained, social order and safety have been ensured, and security in key areas and sectors has continued to be firmly consolidated. Effective and decisive action has been taken against key individuals and groups involved in the dissemination of false information, both from outside the national borders and from within the country. Crimes against social order continued to decrease by 24.23%, with very serious and especially serious crimes decreasing by nearly 27%; crimes against public officials decreased by over 41%, affirming an increasingly secure, safe, and healthy environment, and a stronger foundation of public support.
Effectively combating drug crimes, cybercrimes, especially online fraud; reducing traffic accidents and fires in all three categories, thereby contributing significantly to socio-economic development and better protecting the peaceful and happy lives of the people.
Continuing to lead the movement "the whole country joins hands for the poor, leaving no one behind," and "eliminating temporary and dilapidated houses," the entire People's Public Security force has contributed a day's salary, mobilized the participation of many philanthropists, and closely coordinated with localities to build schools, construct and support tens of thousands of houses, and organize free medical examinations and treatment for poor and disadvantaged households in remote areas, ethnic minority regions, and families who lost their homes due to natural disasters and floods.
Since the beginning of the 13th National Congress of the Party, with their exemplary and pioneering implementation of the Resolution of the 13th National Congress and the Party's strategic policies, their absolute loyalty to the Party, the Fatherland, and the people, their wholehearted dedication to the country and the people, their willingness to think, act, and make breakthroughs in new and complex issues, and their willingness to sacrifice for the common cause, the People's Public Security force has made remarkable progress and maturity, successfully fulfilling the political tasks entrusted by the Party, the State, and the people, and consolidating the trust and affection of the Party, the State, and the people.
2026 is a year of continued implementation of newly issued Politburo resolutions, the first year of implementing the Resolution of the 14th National Congress of the Party, and the Resolution of the 8th Congress of the Party Committee of the Central Public Security Ministry, with a series of new and breakthrough ideas aimed at lifting the country out of the middle-income trap, striving to achieve two 100-year strategic goals, becoming a high-income country by 2045, and increasing the contribution of security and order protection work to the realization of the Party's strategic goals.
This context places increasingly high demands and tasks on the police force in the new revolutionary period of the country: to protect the Party, the socialist regime, and the people; to maintain a peaceful, stable, and secure political environment and social order; and to increase contributions and create a foundation for the successful implementation of the Resolution of the 14th National Congress and the strategic goals of the Party.
A term marked by numerous milestones, groundbreaking results, and historical achievements is placing a glorious responsibility on the entire police force to "surpass themselves," create new milestones and miracles, and live up to the trust of the Party, the State, and the people.
To successfully achieve the goals and targets for 2026, the entire People's Public Security force will wholeheartedly dedicate all its efforts to ensuring absolute security and safety for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and the election of deputies to the People's Councils for the 2026-2031 term, preventing even the slightest oversight.
Continue to do a good job of providing strategic advice to the Party and the State, ensuring proactive response to the situation, seizing opportunities, turning challenges into opportunities, pushing back risks, expanding the scope and creating new impetus for national development.
Maintaining national security, sustainably reducing crime, and preserving Vietnam's position among the world's leading countries in terms of security and safety will attract international tourists and investors to Vietnam.
Creating a new turning point in foreign relations and international integration regarding security and order, continuing to strengthen the security perimeter outside the territorial borders with proactive and firm steps. Constantly innovating the thinking on security and order management, shifting strongly from fulfilling "public service responsibilities" to "public service responsibilities linked to service responsibilities," from "orders and obedience" to "orders, obedience, and proactively proposing and creating development."
The strong application of science and technology, combined with close cooperation with strict law enforcement, will create new breakthroughs in ensuring traffic safety and order, managing the residence and activities of foreigners in Vietnam, and consolidating a society that is orderly, disciplined, safe, and healthy.
Focus on developing the security industry and the data industry, making measurable contributions to the country's double-digit growth targets as soon as possible. Maintain a leading and core position in the national digital transformation, contributing to the operation of an efficient and effective local government model that best serves the people.
Focus on building the Party and developing a revolutionary, professional, elite, and modern People's Public Security force. Widely implement the study and emulation of Ho Chi Minh's ideology, ethics, and style, and the Six Teachings of Uncle Ho for the People's Public Security; strongly promote the "Three Best" emulation movement: "Most Disciplined - Most Loyal - Closest to the People" throughout the entire police force.
Building upon the traditions of over 80 years of development, combat, and growth, and the tremendous achievements in protecting security and order, the entire People's Public Security force pledges absolute loyalty to the Party, the Fatherland, and the people, always knowing only "as long as the Party exists, so do we," "forgetting ourselves for the country, serving the people," constantly striving, overcoming all difficulties and challenges, and excellently fulfilling all assigned political tasks, worthy of being the "sharp sword" and "steel shield" protecting the Party, the regime, and the people.
