
On the morning of December 15th, the 81st National Police Conference officially opened in Hanoi. Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister, attended and delivered a keynote address.
General Luong Tam Quang, member of the Politburo , Secretary of the Central Party Committee of the Ministry of Public Security, and Minister of Public Security, chaired the conference.
Attending the opening ceremony of the Conference were Central Committee members: General Le Tan Toi - Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs; Nguyen Van Quang - Chief Justice of the Supreme People's Court; Lam Van Man - Chairman of the National Assembly's Ethnic Council; Nguyen Hai Ninh - Minister of Justice; Tran Van Ron - Standing Deputy Chairman of the Central Inspection Committee ; Hoang Dang Quang - Standing Deputy Head of the Central Organization Committee; Bui Van Nghiem - Deputy Head of the Central Internal Affairs Committee; Pham Tat Thang - Deputy Head of the Central Propaganda and Mass Mobilization Committee; General Nguyen Van Gau - Deputy Minister of National Defense; and representatives from central committees, ministries, and agencies.

In his opening remarks at the Conference, Minister Luong Tam Quang stated: The 81st National Police Conference aims to summarize and evaluate the situation and results of police work in 2025; summarize the work on preventing and combating corruption, waste, and negative phenomena; thoroughly understand and implement the two new regulations of the Politburo on intelligence work; and summarize the "For National Security" emulation movement in 2025, launching the "For National Security" emulation movement in 2026 within the People's Police force.
In 2025, the task of protecting security and order faces increasing challenges and pressures. However, under the leadership of the Party, the management of the State, the close coordination and cooperation of the People's Army and various ministries, departments, and localities, and the support and assistance of the people and international friends; the Public Security force, with the spirit of "For the nation, sacrificing oneself; for the people, serving wholeheartedly," has exemplified the implementation of the Party's strategic policies, daring to think, daring to act, daring to innovate, and daring to take responsibility for the common good, successfully achieving the highest and most comprehensive goals.
Ensuring national security in all situations, creating positive changes in social order and safety, contributing to maintaining political and social stability, creating a peaceful, stable, secure, and safe environment, and effectively serving the country's economic, cultural, social, and foreign policy development.

The year 2026 holds special significance, marking the first year of implementing the Resolution of the 14th National Congress of the Party, continuing the implementation of the "Four Pillars" and three thematic resolutions of the Politburo, with a series of new and breakthrough ideas aimed at lifting the country out of the middle-income trap, striving to achieve two strategic goals: 100 years under the Party's leadership, 100 years since the founding of the nation, and becoming a developed, high-income country by 2045.
"That context both creates favorable conditions and poses new demands on the task of protecting national security, ensuring social order and safety, and building the police force," General Luong Tam Quang emphasized.
This is also the first year of implementing the Resolution of the 8th Congress of the Party Committee of the Central Public Security Ministry, with highly combative goals and targets aimed at further elevating all aspects of police work, striving to create new milestones and miracles, and increasing the contribution of police work to achieving the Party's strategic goal of "peace, stability, sustainable development, high quality, and improving all aspects of people's lives".
The Minister of Public Security affirmed: The 81st National Public Security Conference aims not only to fully, comprehensively, and deeply assess the situation and results of work in 2025, regarding strengths, weaknesses, limitations, causes of weaknesses and limitations, and to draw lessons learned; to thoroughly understand and implement the two Politburo Regulations on intelligence work, the Resolution of the Central Public Security Party Committee, and the Ministry's Directive on the tasks of Public Security work in 2026; but also, with the extremely glorious responsibility of discussing solutions so that from 2026 onwards, the Public Security force will move quickly and steadily, creating a foundation and momentum to successfully implement the Resolution of the 8th Congress of the Central Public Security Party Committee, and continue to affirm its exemplary and leading role in implementing the Resolution of the 14th Congress and the strategic policies of the Party.
