General Secretary: Our country is facing three major tasks.

(CPV) - The General Secretary stated that our country is facing three major tasks that the Party, State, and people are particularly concerned about. These are: Maintaining political stability, ensuring independence, sovereignty, and territorial integrity, and preserving a peaceful environment; Developing the country rapidly and sustainably; and Continuously improving the material and spiritual lives of the people. To accomplish these three tasks requires the joint efforts and responsibility of the entire political system and all the people.

On the morning of December 15th, at the headquarters of Bach Mai ward ( Hanoi ), General Secretary To Lam and National Assembly delegates from constituency No. 1 met with voters from the following wards: Dong Da, Kim Lien, Van Mieu - Quoc Tu Giam, Lang, O Cho Dua, Ba Dinh, Ngoc Ha, Giang Vo, Hai Ba Trung, Vinh Tuy, and Bach Mai, following the 10th session of the 15th National Assembly.

Also attending the Conference were: Politburo member and Secretary of the City Party Committee Nguyen Duy Ngoc; Central Committee members: Chief of the Central Party Office Pham Gia Tuc, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Vu Dai Thang; and Deputy Secretary of the City Party Committee and Chairwoman of the City People's Council Phung Thi Hong Ha.

At the conference, voters requested that the Government and the City direct relevant ministries and agencies to continue investing in upgrading medical facilities, supplementing equipment, and increasing human resources to ensure that the annual periodic health check-up needs of the entire population are met, avoiding overload at hospitals (such as Thanh Nhan Hospital, Hanoi Oncology Hospital, Mai Huong Mental Hospital, Hanoi Tuberculosis and Lung Disease Hospital...). They also requested the issuance of specific guidelines on the periodic health check-up process; the completion of the electronic health data system to manage citizen information in a unified and interconnected manner; clarification of the scope of basic hospital fee exemptions, applicable subjects, and implementation roadmap so that people understand their rights; and the promotion of communication about the aforementioned policies, providing timely information on the time and location of health check-ups and citizens' rights, ensuring effective implementation and achieving the objectives of the Resolution (voter Nguyen Thi Ngoc Trinh - Bach Mai ward).

Voters also reflected that many projects are stalled and have been ongoing for many years, wasting a huge amount of social resources. They requested that the National Assembly and the City implement policies to remove bottlenecks and obstacles in the policy mechanisms so that localities can apply and implement measures to address outstanding issues, create momentum for double-digit growth, and release resources for projects to be put into use, preventing the waste of state, business, citizen, and social assets (voter Dinh Quoc Phong - O Cho Dua ward).

Voters also requested that the City continue to prioritize investment in and improvement of the transportation infrastructure system, accelerate the progress of road expansion projects, and strictly manage road excavation and renovation work to ensure proper restoration and long-term warranty periods. They also suggested building overpasses, underpasses, and ring roads to divert traffic and reduce pressure on the inner city. Simultaneously, they proposed developing a high-quality public transportation network, especially buses and urban rail, to facilitate the gradual shift of people from private to public transport. Furthermore, they called for research and implementation of management measures such as restricting private vehicles in certain central areas, adjusting work and school hours, and increasing the application of technology in traffic management and regulation. They also stressed the importance of strengthening public awareness campaigns and strictly penalizing traffic violations such as running red lights, driving against the flow of traffic, and illegal parking to deter offenders.

Voters also suggested the need for a comprehensive approach to strengthening emission control. Factories and production facilities should be inspected regularly, and violations of environmental regulations should be strictly dealt with. The development and use of clean energy and green transportation should be promoted, with a shift from gasoline-powered to electric vehicles, as envisioned in the city's core urban area project, gradually expanding to the entire city. Public transportation should be encouraged to reduce emissions. The area of ​​green space should be increased, parks expanded, and additional trees planted along streets and in residential areas to improve air quality and urban landscape. Furthermore, greater public awareness campaigns and education on environmental protection should be conducted, along with strong penalties for illegal littering and waste disposal.

Voters have requested that the central government pay more attention to mechanisms and policies to support localities and investors in accelerating the renovation of old apartment buildings.

Voters in the wards also paid attention to the key contents in the draft Political Report to be presented at the 14th Party Congress. Besides the achievements, voters requested that the Central Government and the City continue to gather the wisdom of scientists, experts, and far-sighted managers, balancing the goals of growth and the happiness of the people to resolve major contradictions hindering development, such as: Rapid economic development but environmental degradation, especially air and wastewater quality, reducing the quality of life; High GDP growth but increasing inequality, disparities between rural and urban areas, plains and mountainous regions, and many disadvantaged areas; The university system is expanding, but the quality of training is not commensurate, with an oversupply of teachers and a shortage of skilled workers, making it difficult for graduates to find jobs and lacking a highly qualified workforce; High-tech development but low digital skills among the people, creating an ever-widening digital divide. The paradox between preserving cultural heritage and developing modern urban areas easily leads to conflicts of interest and loss of identity; maintaining independence and self-reliance while integrating deeply into the international community…

At the meeting, after hearing the representative of the Hanoi National Assembly delegation inform about the outstanding results of the 10th session and explain the opinions of voters submitted before the session, on behalf of the Hanoi National Assembly delegation, General Secretary To Lam highly appreciated the opinions of the voters, thereby demonstrating the enthusiasm and The people's trust in the major policies and decisions of the Party and the State.

Speaking at the conference, General Secretary To Lam stated that the 15th National Assembly had just completed its tenth session, the final regular session of its term. Throughout its term, the National Assembly held ten regular sessions and nine extraordinary sessions to promptly decide on important and urgent national issues. This was also the final voter outreach session of the term, therefore it held great significance, evoking both joy at the achievements and reflection on the direction of national development in the coming term.

Therefore, we must proactively integrate, keep pace with the times, and make positive contributions to the global economy and human civilization. Thirdly, and most importantly, continuously improving the material and spiritual lives of the people. All policies, strategies, and development achievements ultimately aim towards the happiness, health, and ever-improving lives of the people.

The General Secretary affirmed that accomplishing these three tasks requires the joint efforts and responsibility of the entire political system and all the people. No individual or agency can achieve this without harnessing the strength of national unity.

The General Secretary stated that preparations for the 14th National Congress of the Party are currently being carried out seriously and meticulously; the process of soliciting public opinion on the draft documents of the Congress has been organized systematically, seriously, and effectively. In just about a month, more than 13 million opinions have been submitted by over 5 million voters nationwide – an unprecedented number, clearly demonstrating the trust, sense of responsibility, and solidarity of the people with the Party.

Regarding the results of the 15th National Assembly's work, General Secretary To Lam stated that it can be affirmed that this term had the largest volume of legislative work ever. The National Assembly passed 51 laws and 8 normative legal resolutions - equivalent to 30% of the total number of legislative documents for the entire term. Lawmaking was strongly reformed, closely adhering to reality, focusing on the people and businesses, and gradually removing institutional "bottlenecks," creating an environment conducive to development.

The National Assembly has also strengthened its supreme oversight, decided on many important national issues, and worked alongside the Government in managing socio-economic affairs, especially in the context of post-pandemic recovery, economic restructuring, and responding to the complex fluctuations of the global situation.

The General Secretary also highlighted specific achievements in the country's socio-economic development; and the initial results of implementing the two-tiered local government system.

The General Secretary highly appreciated Hanoi's achievements, with its GRDP projected to reach 8.5% in 2025, higher than the national average of 8%, further affirming its role as an economic locomotive alongside Ho Chi Minh City. However, the General Secretary emphasized that growth must be linked to innovation, maintaining Hanoi's position as the national center for science, technology, and innovation. Many policies should be piloted in the capital city to be subsequently replicated nationwide.

The General Secretary also highly appreciated the city's efforts to improve its administrative apparatus, implement a two-tiered local government model, and enhance the efficiency of services for the people. Along with that, many long-standing issues have been addressed, with projects stalled for 7-8 years now being resolved in a short time; Hanoi is focusing on ring roads, radial routes, and regional connections, while also researching the development of a subway system, considering this an inevitable trend for a large city; currently, about 80% of administrative procedures are handled digitally, with 20% still facing difficulties, but the city is striving to improve.

Regarding issues of concern to voters, the General Secretary suggested that the city should promptly address these issues and recommendations. Based on voters' recommendations, the General Secretary stated that traffic congestion, environmental pollution, air quality, and water quality are major bottlenecks that directly affect the health and quality of life of Hanoi residents. Therefore, the city needs to implement comprehensive solutions for waste and wastewater treatment, river and lake rehabilitation, and the expansion of green spaces and public parks.

Regarding the increasingly complex issue of cyber fraud raised by voters, General Secretary To Lam stated that he will continue to take note of the concerns and direct relevant agencies to strengthen coordination in ensuring cybersecurity and protecting citizens in the digital space. He added that Hanoi was recently selected to sign the United Nations Convention on Cybersecurity, demonstrating our national responsibility and earning high praise from the world. In the future, he emphasized the need to further improve legislation on e-commerce, price management, consumer protection, and to strictly address technological fraud and the production and sale of counterfeit goods, aiming to enhance the resilience and self-defense capabilities of each individual.

Regarding the urgent needs that have attracted much attention during the implementation of the Politburo's Resolution 72-NQ/TW on universal healthcare, the General Secretary requested that the city coordinate with the Ministry of Health to vigorously implement the Resolution and address voters' recommendations on the issue of hospital fee exemption. The General Secretary also clarified that the exemption of basic medical services under health insurance should be understood as free of charge, and the level of exemption for citizens should be increased. The direction will be to increase the percentage of people with health insurance, expand the list of health insurance coverage, and increase the co-payment level so that people with health insurance receive more free hospital services in each stage and according to the country's development conditions. The General Secretary also stated that in the coming time, investment will continue to upgrade city-level and grassroots-level hospitals.

Regarding future development directions, the General Secretary suggested that Hanoi needs to continue to innovate its development thinking, daring to think, daring to act, and daring to take responsibility for the common good. The entire political system of the city is already moving in this direction, but the system of wards, communes, agencies, and the city must grasp this requirement. The city needs to focus on priorities such as perfecting breakthrough mechanisms and policies for urban transportation infrastructure; promoting innovation and digital transformation; developing high-quality human resources; and building a civilized, green, clean, and safe living environment. It must build a truly flexible, effective, and people-oriented two-tier local government. Each task and each suggestion from voters needs to be concretized with clear timelines and deadlines, with commitments to responsibility and monitoring of implementation.
