At the award ceremony, a representative from the Quang Ngai Provincial Department of Internal Affairs announced Decision 2360/QD-CTN dated December 9, 2025, of President Luong Cuong, awarding the Medal of Courage to two citizens of the Ly Son Special Zone: Mr. Phan Duy Quang (born in 1978, residing in Tay An Vinh village) and Mr. Le Van Sanh (born in 1988, residing in Tay An Hai village), for their courageous acts of rescuing people during Typhoon No. 13.
At the same time, the Decision of the Chairman of the People's Committee of Quang Ngai province was announced, awarding Certificates of Commendation to 12 collectives and 2 individuals for their outstanding achievements in rescue and relief work during typhoon No. 13.
Specifically, the 12 collectives include: the Quang Ngai Provincial Port Management Board; the sailors and crew of the An Vinh Express ship; the sailors and crew of the Hoa Binh high-speed ship; the sailors and crew of the Super Bien Dong ship; the sailors and crew of the Hai Nam 39 ship, Quang Ninh province; the collective of the QB-92198-TS ship, Quang Tri province; the sailors and crew of the Thanh Tam ship (QNg 0035-VT); the 372nd Division, Air Defense-Air Force Command; the collective of the Border Guard ship BP-09.19.01, Quang Ngai province; the Quang Ngai Maritime Port Authority; the sailors and crew of the Ly Son logistics service ship (QNg 0324-VT); and the captain and crew of the fishing vessel QNg-96927-TS.
The two individuals are Mr. Le Thanh Hung, Deputy Captain of the An Vinh Express ship, and Mr. Nguyen Thai Son, Deputy Commander of the Ly Son Border Guard Station.
Speaking at the awards ceremony, Chairman of the Quang Ngai Provincial People's Committee Nguyen Hoang Giang acknowledged and highly appreciated the outstanding achievements of collectives and individuals in disaster prevention and control, which have been recognized by the Central and local authorities. In particular, he highlighted the two citizens of Ly Son who were honored with the prestigious Order of Courage by the President of Vietnam.
“It is during natural disasters, during storms and floods, that we truly see the warmth of human kindness. The spirit of solidarity becomes a solid foundation, igniting hope, strength, and resilience for everyone to overcome adversity together. A prime example is the two citizens of the Ly Son Special Economic Zone who braved the raging storm at sea to rescue others. The selfless courage of these two citizens on the frontline island of Ly Son is admired and respected by people nationwide,” shared Nguyen Hoang Giang, Chairman of the People's Committee of Quang Ngai Province.
The head of the Quang Ngai provincial government expressed his hope that the collectives and individuals awarded the Medal of Courage by the President and the Certificates of Merit by the Quang Ngai Provincial People's Committee would continue to contribute and promote the spirit of disaster prevention, control, and mitigation. This would spread the spirit of "mutual support," love, and sharing within the community, especially among the younger generation.
