At the meeting, the leaders of the Provincial Party Committee's Inspection Commission reported on the results of their regular monitoring of the disbursement of public investment funds in the province up to December 5, 2025.

The Party Committee of the Provincial People's Committee has led and directed the Provincial People's Committee to fully and decisively implement the directives of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on the disbursement of public investment capital. The Provincial People's Committee has issued documents directing relevant agencies, decided on the allocation and adjustment of capital sources, and established working groups to resolve difficulties...

From November 30th to December 1st, 2025, the Provincial Party Committee's Inspection Committee established two working groups to monitor the implementation of 22 projects still facing difficulties. The monitoring results showed that the projects are generally being constructed according to the signed contract schedule, contractors have concentrated manpower, construction machinery, and materials at the construction sites, and many projects are operating in three shifts.
Based on the on-site monitoring of 22 key projects, the Provincial Party Committee's Inspection Commission has identified difficulties and obstacles in some projects and the implementation capacity of some investors and contractors; clearly assessed the causes, predicted the completion and disbursement of capital plans for each project, and proposed solutions to overcome these challenges in the future.

During the meeting, delegates focused their discussions on clarifying existing shortcomings and limitations in the leadership, direction, and organization of public investment disbursement; analyzing the responsibilities of relevant agencies, units, and localities; identifying obstacles that need to be overcome; and proposing specific solutions to accelerate disbursement progress in the remaining months of the year.
Concluding the meeting, Comrade Le Minh Ngan - Secretary of the Provincial Party Committee - requested that the members of the Provincial Party Standing Committee and all agencies and units consider the disbursement of public investment capital as a central and important task throughout the implementation process, emphasizing the role of the head of each agency in organizing and implementing it.

The Provincial Party Secretary requested the Provincial People's Committee to decisively direct departments, agencies, investors, and localities to focus on resolving difficulties and obstacles, from policy mechanisms and leadership to coordination, in order to clarify the responsibilities of collectives and individuals and develop solutions for implementation. Along with that, he requested that all levels and sectors implement solutions synchronously; resolving difficulties related to urgent issues such as construction materials and investment procedures.
The provincial authorities requested that investors implement solutions to enhance coordination in fulfilling their commitments. The Provincial Land Development Center, in coordination with communes, prioritized funding for land clearance, contributing to the acceleration of public investment. The Provincial Party Standing Committee agreed to adjust the investment structure to ensure compliance with regulations and to use contingency funds effectively and economically. In the long term, the disbursement of public investment capital must be timely, focused, and feasible; public investment capital should be urgently decentralized; and the capacity for land clearance should be improved, with solutions implemented early and proactively.
Strengthening the responsibility of commune-level People's Committee leaders in land clearance work; selecting and improving the capacity of staff in performing tasks. Always proactively disbursing public investment capital from the beginning of the year. Disbursement of public investment capital must be based on the principle that public investment must be focused, prioritized, have a long-term vision, and be sustainable. The Provincial Party Secretary requested that all levels and sectors focus on implementing provincial and commune-level planning tasks with a long-term vision, comprehensive planning, and a flexible, adaptable approach suitable for the guidance and management process.
