Notably, the province has issued resolutions to implement the national target program (NTP) to develop and improve the lives of ethnic minorities and mountainous areas in the area. Accordingly, the province focuses on investing in and developing strategic, synchronous, and modern transport infrastructure; promoting the connection between dynamic regions and disadvantaged areas; prioritizing investment in education and health infrastructure; investing in and upgrading irrigation works, disaster prevention works, domestic water supply, electricity infrastructure, telecommunications, cultural institutions, etc.
In the 2021-2025 period, the province prioritizes allocating over 4,200 billion VND of public investment capital from the provincial budget to directly support the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas. Thereby, creating a fundamental and comprehensive change in the appearance, potential and new driving force for the sustainable development of rural areas, ethnic minority, mountainous, border and island areas.
Implementing the new rural construction program, Tien Yen district previously faced many difficulties, the most limited of which was the traffic infrastructure in remote, isolated mountainous communes. To promote the development of ethnic minority and mountainous areas, the district actively mobilized resources, focusing on investing in many projects to complete connecting traffic infrastructure. A typical example is the traffic route connecting the center of Dai Duc commune to the center of Dai Thanh commune, which was completed in October 2023. The project has a total investment of 153 billion VND from the capital of the province and district. With a length of more than 7km, the road has opened up hope for strong development for the people.
In the period of 2019-2024, the whole district will build and complete 48 key projects, with a total cost of over 615 billion VND; communes have infrastructure that meets the standards of advanced NTM to model NTM; invest in building grassroots cultural institutions to serve the living needs of ethnic minority communities in highland communes... thereby improving the quality of life for ethnic minorities in the area.
In addition to infrastructure investment, the province pays special attention to developing sustainable livelihoods for ethnic minorities. Production models according to value chains, organic agriculture , and community tourism are encouraged and replicated, typically: Models of growing arrowroot, cassia, medicinal plants, etc. have helped many households escape poverty. OCOP products such as Tien Yen chicken, wild honey, and yellow flower tea not only bring stable income to ethnic minority people, but also help promote typical agricultural products of each locality.

In the program to eliminate temporary and dilapidated housing, the province has mobilized many socialized resources, calling on businesses, organizations and individuals to join hands to support people in building solid houses, ensuring safety for people.
Mr. Duong A Sach, a San Chi ethnic in Hoanh Mo commune, shared: “My family’s solid house was just completed in September 2025. Before, the old house was dilapidated, and we were very worried during the rainy season. We just wanted a solid place to live so we could work with peace of mind. Now that we have a new house, my family is more determined to work and develop the economy to have a stable income.”
The changes in the ethnic minority areas today not only demonstrate the effectiveness of the province's correct policies and guidelines, but also affirm the people's spirit of effort and will to rise up. From remote villages with difficult lives, most now have concrete roads, electricity, solid houses, and effective economic models. All are contributing to creating a new look for the new rural areas, towards the goal of sustainable socio-economic development, "leaving no one behind".
