
Ethnic language television programs are broadcast 24 hours a day on VTV5, VTV5 Southwest, VTV5 Central Highlands and VTV5 Northwest.
Prime Minister Pham Minh Chinh has just signed Decision No. 2370/QD-TTg dated October 27, 2025 approving the goals and tasks of enhancing the capacity to produce ethnic language television programs in the 2026-2030 period.
According to the Decision, the Prime Minister assigned Vietnam Television to perform the task of providing ethnic language television services to serve the Vietnamese ethnic community in the period of 2026 - 2030. The goal is to strengthen information and propaganda work on the Party's guidelines and policies and the State's laws to ethnic minorities, contributing to preserving ethnic culture, improving the effectiveness and efficiency in implementing ethnic policies, promoting the values and cultural identities of ethnic minorities, strengthening social consensus, consolidating and strengthening the great solidarity of ethnic groups, and enhancing people's trust in the Party and the State.
Produce and broadcast 29 ethnic languages (an increase of 2 languages compared to the 2021-2025 period)
Ethnic language television programs are broadcast 24 hours a day on VTV5, VTV5 Southwest, VTV5 Central Highlands and VTV5 Northwest. The total new production program duration of the 4 channels is a maximum of 18 hours a day (an increase of 4.5 hours a day compared to the 2021-2025 period) , with an average of 4.5 hours of new production per channel per day.
Vietnam Television produces ethnic language television programs posted on digital platforms such as YouTube, Facebook, Instagram, TikTok, etc. to provide additional ways to listen and watch television so that people can easily access information.
Produce and broadcast 29 ethnic languages including: H'Mong, Thai, Dao, Muong, San Chi, E De, Jrai, Ba Na, Xe Dang, Je Trieng, Raglai, K'Ho, S'Tieng, Cham, Khmer, Pa Co - Van Kieu, Co Tu, Cao Lan (San Chay ethnic group), Ha Nhi, H'Re, Chu Ru, Cho Ro, M'Nong, Tay, Hoa, Ca Dong, Cor, Ma and Vietnamese (increase 2 languages: Cor, Ma compared to the period 2021-2025) .
Produce and broadcast the Agriculture - Farmers - Rural Areas program to serve ethnic minorities. The new production time in 2026 is 25 minutes/day, increasing by 5 minutes of new production each year, ensuring that by 2030 there will be 45 minutes of new production/day.
At the same time, training and professional development were provided to 2,800 ethnic language television workers from local press and radio and television agencies, units under Vietnam Television and 01 Border Guard unit, including 2,400 domestic exchange training sessions and 400 overseas exchange training sessions.
In addition, measure and survey the habits and needs of watching ethnic language TV programs on VTV5 channels and on digital platforms.
Vietnam Television must ensure the arrangement of facilities, ensure the production of television programs and digital content products on ethnic groups; enhance the application of science and technology, innovation and digital transformation in the field of television, meeting the requirements of the task of propagating ethnic work.
The provision of ethnic language television services is carried out in accordance with the provisions of law on assignment of tasks by the Government and the Prime Minister, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources and relevant legal provisions.
Central budget supports the implementation of ethnic language television services
The Ministry of Finance shall arrange regular funding from the central budget to support the implementation of ethnic language television services according to the provisions of this Decision, the provisions of the State budget law and other relevant legal provisions.
Local press and broadcasting agencies are responsible for closely coordinating with Vietnam Television in producing content to broadcast ethnic language television programs in the area and on VTV5 channel; sending people to attend training courses to improve their professional skills, ensuring effective use of trained human resources in implementing the Project.
People's Committees of provinces and centrally run cities direct local press and radio and television agencies to coordinate with Vietnam Television to implement the Project.
This Decision comes into force from January 1, 2026.
