Enhancing the capacity to produce television programs in ethnic languages.

The Prime Minister has assigned Vietnam Television (VTV) the task of providing television services in ethnic languages ​​to serve the ethnic communities of Vietnam during the period 2026-2030.

Prime Minister Pham Minh Chinh has just signed Decision No. 2370/QD-TTg dated October 27, 2025, approving the objectives and tasks for strengthening the production capacity of ethnic language television programs in the period 2026-2030.

According to the Decision, the Prime Minister assigned Vietnam Television (VTV) the task of providing television services in ethnic languages ​​to serve the ethnic communities of Vietnam during the period 2026-2030.

The objective is to strengthen information and communication efforts regarding the Party's guidelines and the State's policies and laws to ethnic minority communities, contributing to the preservation of ethnic culture, enhancing the effectiveness and efficiency of implementing ethnic policies, promoting the values ​​and cultural identity of ethnic minorities, strengthening social consensus, consolidating and strengthening the great national unity, and increasing the trust of ethnic minorities in the Party and the State.

Produced and broadcast in 29 ethnic languages.

Ethnic language television programs are broadcast 24 hours a day on VTV5, VTV5 Southwest, VTV5 Central Highlands, and VTV5 Northwest.

The total duration of new program production across the four channels is a maximum of 18 hours per day (an increase of 4.5 hours per day compared to the 2021-2025 period) , averaging 4.5 hours of new production per channel per day.

Vietnam Television produces television programs in ethnic minority languages ​​and uploads them to digital platforms such as YouTube, Facebook, Instagram, TikTok, etc., to provide more ways for ethnic minorities to listen to and watch television and easily access information.

Production and broadcasting will be in 29 ethnic languages, including: H'Mong, Thai, Dao, Muong, San Chi, Ede, Jo Rai, Ba Na, Xe Dang, Je Trieng, Raglai, K'Ho, S'Tieng, Cham, Khmer, Pa Co-Van Kieu, Co Tu, Cao Lan (San Chay ethnic group), Ha Nhi, H'Re, Chu Ru, Cho Ro, M'Nong, Tay, Hoa, Ca Dong, Cor, Ma, and Vietnamese (an increase of 2 languages: Cor and Ma compared to the 2021-2025 period).

Produce and broadcast the "Agriculture - Farmers - Rural Areas" program to serve ethnic minority communities. The new production time in 2026 will be 25 minutes/day, increasing by 5 minutes each year, ensuring that by 2030, new production time will reach 45 minutes/day.

Simultaneously, training and professional development were provided to 2,800 people working in ethnic language television broadcasting from local newspapers and radio and television stations, units under Vietnam Television, and one Border Guard unit, including 2,400 training exchanges within the country and 400 training exchanges abroad.

In addition, the study measures and surveys the viewing habits and needs for ethnic language television programs on VTV5 channels and digital platforms.

Vietnam Television must ensure the arrangement of facilities, guarantee the production of television programs and digital content products about ethnic groups; strengthen the application of science and technology, innovation and digital transformation in the field of television, meeting the requirements of the task of disseminating information on ethnic affairs.

The provision of ethnic language television services is carried out in accordance with the law on the assignment of tasks by the Government and the Prime Minister, the ordering or bidding for the provision of public products and services using state budget funds from recurrent expenditure sources, and other relevant legal regulations.

The central government budget supports the implementation of ethnic language television services.

The Ministry of Finance shall allocate regular funding from the central budget to support the implementation of ethnic language television services as stipulated in this Decision, the provisions of the State Budget Law, and other relevant legal regulations.

Local press and broadcasting agencies are responsible for closely coordinating with Vietnam Television in producing content for broadcasting ethnic language television programs in their areas and on VTV5 channels; sending personnel to participate in training courses to improve professional skills, ensuring the effective use of trained human resources in the implementation of the Project.

The People's Committees of provinces and centrally-administered cities shall direct local press and broadcasting agencies to coordinate with Vietnam Television to implement the Project.

This decision shall take effect from January 1, 2026.
