Lac Duong effectively implements ethnic policies in the 2021

The artichoke growing linkage model implemented by people, especially ethnic minorities in Lac Duong commune, brings high economic efficiency.

With ethnic minorities accounting for 82.5% of the population, the effective implementation of policies for ethnic minority areas has always been identified by the locality as a key task.

Ms. Nguyen Thi Hue, Head of the Department of Culture and Society of Lac Duong commune, said that the locality was established after merging three communes of Da Sar, Da Nhim and Da Chais, with a natural area of more than 828km²; of which, forest land accounts for 86.4%.

In recent times, natural disasters, epidemics, and global economic fluctuations have caused many negative impacts, but with the efforts of the entire political system, Lac Duong commune has maintained stability and gradually developed, especially in implementing ethnic policies.

Implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, 2021 - 2025 period, Lac Duong commune was assigned a total capital of more than 7.2 billion VND and has disbursed 100%.

Projects supporting residential land, production land, domestic water, population arrangement, supporting production development according to value chains, investing in essential infrastructure... are all implemented promptly, targeting the right subjects, especially focusing on poor households, near-poor households and ethnic minorities.

Thanks to that, people's lives have been constantly improved. The infrastructure system has made remarkable progress with 42 projects invested from the budget in 5 years, total capital of more than 318 billion VND.

Up to now, 100% of the villages have community houses; 99.5% of households have access to the national grid; over 97% of households have access to clean and hygienic water; telecommunications and internet systems cover the entire commune. The school network has been consolidated with 6/6 schools meeting national standards, and the quality of the teaching staff has been gradually improved.

Ethnic minority households in Lac Duong commune have invested in barns to develop livestock farming on an increasingly expanding scale.

In economic development, Lac Duong commune has taken advantage of its strengths in high-tech agriculture, eco-tourism and cold-water fish farming. The value of agricultural production increased by an average of 6.49% per year. Many chain-linked production models have been formed with 13 chain links and 48 OCOP products of 3 stars or more.

Livestock and aquaculture remain stable, with cold-water fish farming alone achieving an output of over 1,000 tons per year. The forestry sector has achieved many positive results, with forest coverage remaining stable at 86.4%. The number of forestry law violations has decreased by an average of 20% per year. Nearly 2,000 households have participated in forest protection contracts, contributing to forest protection and generating additional income.

Along with that, sustainable poverty reduction continues to be focused on. In 5 years, Lac Duong commune has created jobs for more than 2,100 workers and provided vocational training for more than 3,300 people. Many effective production models have been replicated, helping poor ethnic minority households increase their income and escape poverty sustainably.

Policies on education, health care, health insurance, and support for ethnic minority students are all fully implemented in accordance with regulations. Notably, the commune has arranged jobs for 46 ethnic minority students after graduating from university and college. Thereby, creating a source of local staff and motivation to study for local youth.

Ethnic minorities in Lac Duong commune actively participate in forest protection contracting work.

In the cultural and social fields, the movement “All people unite to build a cultural life” has been effectively maintained. Traditional cultural values have been preserved in parallel with the mobilization of people to eliminate backward customs. Grassroots health care has been strengthened, 100% of health stations have met the National Criteria. Disease prevention and primary health care have been ensured.

Political security and social order and safety in the area remain stable; no hot spots occur. Religions operate in accordance with the law. People trust and agree with the policies of the Party and State.

According to Ms. Nguyen Thi Hue, besides the achieved results, Lac Duong commune also faces some difficulties such as uneven economic development in ethnic minority areas, a part of the people still rely on support; the impact of natural disasters, unstable agricultural product prices...

However, with the results achieved in the past 5 years, it can be affirmed that the implementation of ethnic policies in Lac Duong is on the right track, promoting effectiveness, creating an important foundation for the 2026 - 2030 period.

Lac Duong commune's infrastructure system is increasingly invested in and built to be spacious.

In the coming time, the commune plans to continue promoting propaganda and promoting the role of ethnic minorities; focusing on investing in essential infrastructure; supporting production development associated with high technology; preserving culture; improving the quality of education and health; and maintaining rural security.

The locality proposed to expand the beneficiaries of some projects to suit the reality. Thereby, striving to make Lac Duong commune a comprehensive and sustainable development locality in the ethnic minority area of the province.
