Integrating the National Electronic Law Library with the National Law Portal

(Chinhphu.vn) - Deputy Prime Minister Le Thanh Long has just signed Decision No. 39/2025/QD-TTg dated October 27, 2025 regulating the construction, management and exploitation of the National Electronic Law Bookcase and the Law Bookcase at agencies and units of the People's Armed Forces.

The national electronic law library is built and managed uniformly nationwide by the Ministry of Justice .

The Decision clearly states that the National Electronic Law Library is built and managed uniformly nationwide by the Ministry of Justice to store, manage and exploit digital legal books and documents, including data on book components and legal documents updated and managed by ministries, ministerial-level agencies, government agencies, central agencies and organizations, and provincial and municipal People's Committees based on assigned accounts and management authority.

The national electronic law library is integrated with the National Law Portal and the National Database of Legal Documents.

Legal bookcases at agencies and units of the people's armed forces

According to the Decision, the Legal Bookcase at agencies and units of the People's Armed Forces has sections of books and legal documents stored and managed in paper form and other information carriers to serve cadres, civil servants, public employees, officers, non-commissioned officers, professional soldiers, soldiers, workers and other subjects under the management of the People's Armed Forces.

Building, managing and exploiting the Law Bookcase at agencies and units of the People's Armed Forces must be suitable to the requirements of each agency and unit of the People's Armed Forces and the users' need to exploit books and legal documents; ensuring the increased application of information technology, digital transformation in exploiting books and legal documents and using the National Electronic Law Bookcase.

The continued maintenance, construction, management and exploitation of the Law Bookcase at agencies and units of the People's Armed Forces shall be decided by the Minister of National Defense and the Minister of Public Security and shall be responsible for implementation according to regulations.

The minimum annual budget for each Law Bookcase is 3 million VND.

The costs of construction, operation, management and exploitation of the National Electronic Law Library are guaranteed by the state budget; other legal sources of funding according to law.

The cost of building, managing and exploiting the Law Bookcase at agencies and units of the People's Armed Forces is guaranteed by the State budget and is arranged in the annual regular expenditure estimates assigned to the agencies and units; other legal sources of funding according to the provisions of law.

The minimum annual budget for each Law Library is 3 million VND. The preparation of estimates, implementation of estimates, and final settlement of expenses shall comply with the provisions of law on the state budget.

Decision 39/2025/QD-TTg takes effect from December 15, 2025.

Decision No. 14/2019/QD-TTg dated March 13, 2019 of the Prime Minister on the establishment, management and exploitation of the Law Bookcase ceases to be effective from the effective date of Decision 39/2025/QD-TTg.

The Ministry of Justice shall preside over and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Science and Technology, and the Ministry of Education and Training to guide the implementation of reviewing and consolidating the Law Bookcases in extremely disadvantaged communes, border communes, safe zone communes, extremely disadvantaged communes in coastal and island areas that have been built under Decision No. 14/2019/QD-TTg of the Prime Minister on construction, management, and exploitation of the Law Bookcases into a section of books and legal documents of libraries or commune Post Offices - Cultural points or Community Learning Centers or appropriate grassroots cultural and sports institutions, ensuring the consolidation is completed before June 30, 2026.
