The investigation was conducted based on the request documents of two domestic manufacturing enterprises, including Hoa Phat Dung Quat Steel Joint Stock Company and Hung Nghiep Formosa Ha Tinh Iron and Steel Company Limited, requesting an investigation into anti-dumping tax evasion on hot-rolled steel products with a width greater than 1,880mm and less than or equal to 2,300mm originating from China.
Previously, on July 4, 2025, the Ministry of Industry and Trade issued Decision No. 1959/QD-BCT, officially applying anti-dumping measures to some hot-rolled steel products originating from China, and at the same time ending the investigation into similar products originating from India.
The request dossiers of enterprises have provided preliminary evidence showing signs of circumvention of trade defense measures through insignificant changes in the characteristics of goods subject to the measures.
According to regulations, after initiation, the Trade Remedies Authority (Investigation Agency) will send questionnaires to relevant parties to collect information, analyze and evaluate allegations of evasion. The investigation process includes examining and verifying information provided by the parties, before the Ministry of Industry and Trade issues official investigation conclusions.
The investigation agency will conduct objective and transparent investigations, in compliance with Vietnamese laws and international commitments, to ensure a fair competitive environment and effective enforcement of trade defense measures.
At the same time, the Investigation Agency recommends that organizations and individuals involved in import-export, distribution, trading or use of investigated products proactively register as related parties, provide necessary information and monitor the developments of the case to ensure their legitimate rights and interests.
