One of the specific mechanisms of Government Resolution 66.4 aimed at resolving the supply of construction materials is to minimize mining licensing procedures, increase the autonomy and self-determination of localities in licensing, and increase mine capacity. The increased supply of construction materials also provides a basis for price stability and accelerates the progress of many key projects.
There is no need to go through the procedures for deciding on investment policies, approving investment projects, or basing decisions on land use planning. The procedures are shortened, and this also provides a basis for units to increase the supply of land, sand, gravel, and stone for common construction materials, serving key projects.
Mr. Dinh Van Cuong, in charge of exploiting the Gay Trau hillside mine in Ninh Binh province, said: "When the Gay Trau mine is developed, it will fully meet the excavation and embankment volume requirements for the Ninh Binh - Hai Phong expressway with a reserve of 2 million m3/year."
Mr. Hoang Thanh Binh, Head of Project Management at Xuan Truong Construction Company, shared: “Firstly, we didn't have to do the work ourselves; secondly, the environmental impact assessment and thirdly, the verification and appraisal process went very smoothly. We saved at least 3 months.”
Also under this special mechanism, the Chairman of the People's Committee has the authority to quickly decide on granting, adjusting, and extending mining licenses. This shortens the time needed to prepare the supply source.
The sooner construction materials arrive at the site, the faster the project progresses. Establishing a special mechanism not only removes the bottleneck in construction materials but is also a prerequisite for achieving the goal of 3,000 km of expressways by 2025 and 5,000 km of expressways by 2030.
The weather in the northern region is currently more favorable. This is the perfect time for many projects to accelerate and reach completion ahead of schedule.
Mr. Dao Duy Bich, Project Commander of the General Construction Corporation of Transport Works No. 8, stated: "The workers worked until 10 pm. Regarding the number of machines, the company has increased them by 30% compared to the bid volume."
Mr. Dinh Duc Thang, the site manager of the Ninh Binh - Hai Phong expressway project, stated: "If we can secure sufficient materials, we will strive to complete the entire route by December 31st, thus shortening the construction time by 9 months."
The special mechanism for exploiting common construction materials for public and key investment projects will end at the end of February 2027. Tens of millions of cubic meters of earth, rock, sand, and gravel will be delivered to projects in the shortest possible time. If utilized effectively, this will create favorable conditions for many localities to complete infrastructure, expand development space, and form growth axes within 2027.
