One of the specific mechanisms of Resolution 66.4 of the Government to remove the supply of construction materials is to minimize the procedures for granting mine licenses, increase the autonomy and self-determination of localities in granting licenses, and increase mine capacity... The increased supply of construction materials is also the basis for stabilizing prices and promoting progress for many key projects.

No need to carry out procedures for deciding on investment policies, approving investment projects, and no need to base on land use planning. Procedures are shortened and this is also the basis for units to increase the supply of soil, sand, gravel, and stone as common construction materials, serving key projects.

Mr. Dinh Van Cuong - Head of Gay Trau Hill Mine, Ninh Binh Province said: "When promoting Gay Trau mine, it will fully meet the excavation volume for Ninh Binh - Hai Phong highway with a reserve of 2 million m3/year".

Mr. Hoang Thanh Binh - Head of Project Management, Xuan Truong Construction Enterprise shared: "Our facility does not have to do anything, secondly, environmental impact assessment, thirdly, the examination and appraisal are very convenient. At least 3 months are saved."

Also under the special mechanism, the Chairman of the People's Committee has the authority to quickly decide on licensing, adjusting, and extending mines. Thereby shortening the time to prepare supply sources.

The sooner the materials arrive at the construction site, the faster the project will progress. The establishment of a special mechanism not only removes the bottleneck of construction materials but is also a prerequisite for completing the target of 3,000 km of expressway by 2025 and 5,000 km of expressway by 2030.

The weather in the North is now more favorable. And this is the time for many projects to accelerate to finish ahead of schedule.

Tens of millions of cubic meters of soil, rock, sand, and gravel will be brought into projects in the fastest time. And if well utilized, this will be the condition for many localities to complete infrastructure, expand development space, and form growth axes right in 2027.
