Nhon Trach 3 and Nhon Trach 4 LNG power plants inaugurated.

On December 14th, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the Nhon Trach 3 and Nhon Trach 4 LNG power plants in Dong Nai province.

The Nhon Trach 3 and Nhon Trach 4 power plants are invested by PV Power, a subsidiary of Petrovietnam , with the Lilama - Samsung C&T consortium as the EPC general contractor. With a total investment of approximately US$1.4 billion, this is the first project in the LNG (PV GAS) to Power (PV Power) chain, part of Petrovietnam's energy transition process. The aim is to build a modern LNG power plant model, enhance electricity supply capacity, and contribute to national energy security amidst a strong energy transition.

With a total capacity of 1,624 MW, the Nhon Trach 3 and Nhon Trach 4 power plants are expected to supply more than 9 billion kWh/year when operating stably, supplementing the large-scale base power supply for the system, especially in the southern region. The plant complex also plays a role in providing flexible power sources, supporting system dispatch and balancing in the context of the increasing proportion of renewable energy.

The project is invested in according to modern technological standards, using GE's 9HA.02 generation gas turbines (USA) - the turbine series with the highest technology, capacity, and efficiency in the world today. As a result, the plant achieves an efficiency of 62-64%, among the highest at present. The 9HA.02 technology meets stringent emission standards and allows for flexible fuel switching, from LNG to the ability to burn hydrogen blends up to 50%, with the goal of using 100% hydrogen in the future.

Reporting to the Prime Minister, PV Power General Director Le Nhu Linh stated that the Nhon Trach 3&4 LNG power plant project has fully met the stringent requirements of the EPC contract, the regulations of the State Inspection Council, commitments with credit institutions, directives of the State Steering Committee for key energy projects, and Petrovietnam's investment management regulations. The project was completed on schedule according to the Power Development Plan VIII, the total investment did not exceed the approved budget, and it has been audited and inspected by the State Audit Office and the Central Inspection Committee with positive results.

Nhon Trach 3&4 is a vivid testament to the courage, organizational and operational capabilities, and resilience of Petrovietnam and its implementation team.

From today, the Nhon Trach 3&4 LNG power plant officially commences commercial operation, with an annual output of approximately 9 billion kWh, contributing nearly 1,000 billion VND to the local budget. The project's success is the result of more than three years of persistent effort, dedication, and the collective spirit of over 3,200 engineers and workers, overcoming numerous difficulties and pressures to complete a modern power plant that fully meets technical, safety, and efficiency requirements.

As Vietnam's first LNG project, Nhon Trach 3&4 faced numerous unprecedented challenges, ranging from legal frameworks and policy mechanisms for LNG power development, to the selection of high-tech equipment suppliers, and the handling of a large volume of investment and construction procedures. However, the project maintained its progress and quality thanks to the decisive efforts of Petrovietnam and PV Power, along with close support from regulatory agencies, laying the foundation for the stable operation of Vietnam's first two LNG power plants in the future.

Notably, the project's financing was secured without government guarantees and had to meet the stringent environmental and social standards of international financial institutions. The fundraising process demonstrated the project management capabilities, financial management expertise, credibility, and the ability to implement large-scale energy projects in an increasingly market-oriented environment. Simultaneously, grid connection and capacity release also presented significant challenges, requiring close coordination between the investor and relevant parties.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that ensuring energy security is a crucial component of national security, a strategic foundation for rapid and sustainable growth, especially in the context of volatile global energy markets, increasingly urgent energy transition requirements, and the increasingly severe impacts of climate change. Over the past period, Vietnam's energy sector has strived to maintain stable growth, fundamentally meeting the requirements of socio-economic development, ensuring national defense and security, and improving people's lives.

During the 2021-2025 term, the Party, State, and Government focused on perfecting institutions, planning, and removing major bottlenecks in the national energy infrastructure, from amending specialized laws and issuing important decrees to approving the Power Development Plan VIII and promoting the implementation of many key energy projects.

These results demonstrate the maturity of the entire political system, including the pioneering role of state-owned economic corporations, especially Petrovietnam, with their bold and innovative spirit, effectively combining domestic resources and international sources.

The Prime Minister pointed out that Vietnam's electricity demand is increasing very rapidly along with high economic growth and the development orientation of breakthrough sectors such as high technology, digital transformation, data centers, and modern transportation.

In this context, the commissioning of the Nhon Trach 3&4 LNG power plant complex, with an output of over 9 billion kWh per year, has laid the foundation for Vietnam's LNG power market, contributing to the formation of a more proactive, stable, and cleaner power source for the system.

The Prime Minister assessed that the project is a prime example with many outstanding features in terms of scale, technology, investment costs, and competitive electricity prices. Not only does it contribute to ensuring energy security, Nhon Trach 3&4 also has great significance in fulfilling the commitment to reduce emissions, aiming for carbon neutrality by 2050, and simultaneously plays an important role as an "intermediate power source," helping the power system operate stably during the process of increasing the proportion of renewable energy.

The Prime Minister acknowledged that the project's timely completion, ensuring quality, safety, and environmental protection, is a vivid testament to the resilience, organizational and managerial capabilities, and perseverance of Petrovietnam and its implementation team, as well as the decisive and timely guidance of the Government and the consensus of the local people.

Petrovietnam continues to affirm its pivotal role in ensuring energy security and leading the energy transition process.

Based on the project's success, the Prime Minister pointed out several important lessons for the implementation of energy projects in the future, emphasizing the need for unity, practical thinking, close coordination between all levels and sectors; a harmonious combination of domestic and foreign resources; and implementation with discipline, clear responsibility, and high determination.

The Prime Minister requested Petrovietnam to continue affirming its pivotal role in ensuring energy security and leading the energy transition process; relevant ministries and agencies should urgently finalize mechanisms and policies for the LNG chain, creating a transparent, stable, and favorable investment environment.

In his response, on behalf of the leadership and all employees of Petrovietnam, Chairman of the Board of Directors Le Manh Hung respectfully thanked the Prime Minister, leaders of ministries, central agencies, Dong Nai province and the local people for their attention, support and close cooperation in helping the project to be successfully implemented.

The Chairman of the Board of Directors of Petrovietnam also acknowledged and commended the efforts of PV Power, the Project Management Board, the Samsung - Lilama general contractor consortium, the contractors, consulting units, and the team of engineers, workers, and laborers on the construction site for overcoming many difficulties to complete and bring the Nhon Trach 3&4 power plant into commercial operation.

Mr. Le Manh Hung affirmed that the completion of the Nhon Trach 3&4 power plants, along with the Thi Vai LNG terminal project, has completed the LNG terminal-power plant chain, aligning with the development strategy and integrated energy thinking, and maximizing the efficiency of the Petrovietnam ecosystem. The success of the project is an important prerequisite for Petrovietnam to continue developing LNG power centers nationwide, contributing to ensuring energy security, promoting economic development, and achieving the goal of net zero emissions by 2050.

Responding to the directives of the Prime Minister, the Group's leadership committed that Petrovietnam/PV Power will operate the Nhon Trach 3&4 power plant safely, stably, and efficiently; continue to build on existing experience, organize investment and construction, and bring other power projects assigned by the Government as the investor into operation as soon as possible, maximizing the potential of Petrovietnam and its units, contributing to the realization of Petrovietnam's strategic development goals, as well as the country's growth targets.

According to Petrovietnam's strategic development plan until 2030, with a vision to 2050, the Group has identified the development of energy industrial centers, with LNG power plants as the cornerstone of the national energy structure. The Nhon Trach 3&4 project is a vivid realization of this strategy, demonstrating the ability to transform long-term visions into large-scale projects, applying advanced technology and aligning with global energy transition trends.

Petrovietnam and PV Power believe that, with a spirit of innovation and a desire to master technology, the Nhon Trach 3&4 project cluster will make a significant contribution to ensuring national energy security, serving the country's economic development, and accompanying Vietnam on its Net Zero journey.
