Every year, Hanoi welcomes hundreds of thousands of workers from all over the country who come to study, earn a living, and find employment. This ever-increasing influx of migrants has created an increasingly urgent need for housing. Many are forced to accept cramped, unsafe rooms with limited living conditions. Therefore, the issue of providing housing for low-income earners, workers, and laborers has become a pressing concern for the capital city.

Implementing the National Housing Development Strategy for the period 2021–2030. On April 3, 2023, the Prime Minister issued Decision 338/QD-TTg approving the Project "Investing in the construction of at least 1 million social housing units for low-income workers in industrial zones during the period 2021–2030." Most recently, the Prime Minister issued Decision No. 444/QD-TTg, dated February 27, 2025, assigning a target of completing 995,445 social housing units for the period 2025–2030. Accordingly, according to Notice 120/TB-VPCP dated March 18, 2025, the Prime Minister assigned Hanoi to complete 100,000 social housing units by 2030.

Mr. Luyen Van Phuong, Deputy Director of the Hanoi Department of Construction, stated: "In the context of the increasing demand for social housing, central agencies, especially the Ministry of Construction, have advised the Government and submitted to the National Assembly Resolution No. 201 dated May 29, 2025, piloting some specific mechanisms and policies for the development of social housing. These documents have brought about breakthrough mechanisms for social housing, resolving most difficulties and obstacles from selecting investors to shortening the investment project implementation process. During the process of developing these legal documents, the Department of Construction has also actively coordinated with the Ministry of Construction in advising on effective and feasible policies that are consistent with reality."

In recent years, the city has approved investment in a series of social housing projects. It is projected that by 2026, the city will supply approximately 18,000 apartments to the market, nearly four times the number in 2025. We believe that the city will complete more social housing units than the target set for the period 2026-2023."

In Dong Anh district, the Thang Long Green City project, located on plots CT3 and CT4 within the Kim Chung – Dong Anh New Urban Area and invested by the Handico and Viglacera joint venture, is progressing on schedule. In 2021, building CT4 was completed and handed over, providing 484 apartments and helping to meet the housing needs of hundreds of low-income households. Following this success, building CT3 is under rapid construction, expected to provide over 1100 apartments and be completed in 2026.

Sharing about the project, Mr. Nguyen Thanh Trung - Director of the Project Management Board, joint venture of Viglacera and Handico investors, said: "The land clearance project, which started in January 2025, has been completed, and construction commenced on March 3, 2025. Currently, the project has reached the 10th floor of the rough construction. It is expected that the rough construction will be topped out in December 2025, and the handover to residents will be completed in the fourth quarter of 2026. Regarding management and operation, the joint venture will hire a unit with full functional and qualified management and operation capabilities. During the period before the management board is established, the service fee is expected to be from 7,000 to 8,000 VND/m2."

In Uy Nỗ commune, Đông Anh district, the social housing project invested by General Corporation 319 – Ministry of National Defense, consisting of 4 nine-story buildings with 466 apartments, is considered one of the projects ahead of schedule. This project demonstrates the dedication, prestige, and social responsibility of the military unit in the field of housing development.

Lieutenant Colonel Nguyen Van Dung, Deputy Director of the Investment Project Management Board, branch of General Corporation 319, said: "We uphold the spirit of soldiers and servicemen in serving the people who come to submit their applications. In the early days, there were a large number of people submitting applications. Some people, citizens, and customers had to wait for up to two nights to get a queue number. Faced with that situation, we reported to our superiors and organized the rental of tents. We also requested the Department of Military Supplies to provide tents. We rented restrooms, bought drinking water and dried food, and rented chairs to ensure that everyone could get a number and submit their application. After we distributed the numbers, we scheduled a time for people to come and submit their applications. Therefore, there is no longer a situation where people have to stay up all night waiting to get a number."

Currently, the developer is accepting applications for the first phase of purchasing and lease-purchasing social housing, becoming a "hot spot" with a large number of registrations. The price of approximately 20.6 million VND/m² is considered reasonable in the current context, giving many families the opportunity to access a sustainable place to live at the northern gateway of Hanoi.

Ms. Nguyen Thi Hien, residing in Bac Tu Liem Ward, Hanoi City, shared: "When I submitted my application, I hoped to purchase a social housing unit and I registered my preference for an area of ​​69.8 square meters. I know that the investor, 319 Ministry of National Defense, is very reputable, from the application submission to the document collection process. And today I received a notification to supplement my application. I really hope my family can purchase a house according to our wishes."

Several work items have been upgraded, adjusted, and redesigned to make the project more aesthetically pleasing and of higher quality. This approach is applied not only to the IEC Residences project but also to other projects of the company."
