Phase 1 of the Long Thanh Airport construction project has a total investment of nearly 110 trillion VND, with implementation scheduled from 2020 to 2026; it comprises 4 component projects.
Over the past period, the Party, the National Assembly , and the Government have paid special attention to, led, and directed efforts to focus on and resolutely achieve the goal of inaugurating the Long Thanh International Airport project and its connecting road network.
Long Thanh Airport is expected to hold its first test flight on December 15th and its first official flight on December 19th, 2025.

According to reports from relevant agencies, component project 1 (headquarters of administrative agencies) is currently under construction and is expected to be completed before December 19th.
For component project 2 (air traffic management facilities), the air traffic control tower is currently completing the installation of equipment to ensure technical flight services by December 19th and complete it synchronously according to the overall project schedule.
Component Project 3 (construction of essential airport facilities) comprises 15 bidding packages, of which 3 have been completed and 12 are currently under construction. In addition to runways 1 and 2 connecting access routes, other items (passenger terminal, taxiways, runway 2, etc.) are being implemented simultaneously to ensure basic construction completion before December 19th, guaranteeing conditions for technical flight testing on December 19th; and simultaneously commencing commercial operation in the first half of 2026.

For component project 4 (construction of other service facilities), priority projects to support phase 1 operation are being actively implemented by investors, striving to complete the construction phase before December 19th; ensuring synchronized operation according to the overall project schedule.
The Prime Minister also inspected the progress of the Bien Hoa – Vung Tau expressway project connecting with Long Thanh airport. The project has a total length of approximately 53.7 km, with an adjusted total investment of 21,551 billion VND; it is divided into 3 component projects.
To date, component project 3 (19.5 km long, passing through Ho Chi Minh City) has been completed and will be open for technical traffic on April 19, 2025. Component project 1, 16 km long, passing through Dong Nai province, has reached 61% of its construction output. Component project 2, 18.2 km long, also passing through Dong Nai province, has reached 72% of its output, and the units are currently striving to open the main route for technical traffic on December 19, 2025, and put the project into operation in 2025.
Meanwhile, connecting routes No. 1 (T1) and No. 2 (T2) to Long Thanh Airport, with a length of 7.8km, have now been 99% completed.

At a meeting with ministries, localities, and agencies at the project site, Prime Minister Pham Minh Chinh acknowledged and praised the efforts, responsibility, and creativity of the ministries, localities, investors, consortiums of contractors, consulting and supervisory units, and all officials, engineers, and workers at the construction site who have overcome many difficulties, stayed close to the site, and worked day and night to achieve very important results in the past period.
The Prime Minister assessed that the project is changing day by day, week by week, month by month; to date, eight important items have been basically completed, including the construction of the terminal (the heart of the airport), the air traffic control tower (the brain of the airport). The runway (the core infrastructure of the airport) is lit and ready for takeoff and landing. The power infrastructure with a capacity of 80MW, along with water infrastructure, fuel infrastructure, communication infrastructure, and access roads to the airport, are also basically completed. Items such as passenger jet bridges and tree planting in various areas of the airport are being urgently completed.

The Prime Minister requested the Airports Corporation of Vietnam (ACV) and other agencies to continue completing the remaining tasks; to mobilize all contractors and forces to work tirelessly, braving the sun, rain, and storms, in "three shifts and four teams," eating and sleeping quickly, working through holidays and Tet (Lunar New Year), and working even at night if daytime work is not enough.
The Prime Minister requested the leaders of the Ministry of National Defense to direct Military Region 7 and other units to provide support forces to participate in the work until the airport is completed. The police force is to ensure safety, security, and order in the project area.

Regarding specific tasks, the Prime Minister instructed the Ministry of Construction to continue directing its subordinate agencies to coordinate with ACV, Vietnam Airlines Corporation, and relevant agencies to finalize the scenario and detailed plan for the technical flight on December 15th and the first official flight on December 19th.

The Ministry of Public Security has directed the Fire Prevention and Fighting Police Department and other relevant agencies to coordinate with the People's Committee of Dong Nai province, ACV, and the Vietnam Air Traffic Management Corporation to review and ensure conditions regarding security, safety, fire prevention and fighting, and rescue operations.
The People's Committee of Dong Nai province directed investors constructing the aircraft fuel pipeline to urgently complete investment procedures to promptly commence construction, ensuring completion in sync with the project's commercial operation plan; directed the Department of Construction to continue urgently completing the design appraisal of works under component project 4 upon request from the investor; and in case of difficulties or obstacles, to promptly report to the Ministry of Construction for support, guidance, and resolution.

Vietnam Airlines and Vietjet are urgently completing their hangar projects. Relevant agencies are continuing to expedite the completion of related items and works, ensuring progress as required; improving the landscape, environmental sanitation of the general infrastructure and facilities.
The Ministries of Finance, Public Security, Agriculture and Environment, and the People's Committee of Dong Nai province are requested to direct the investors of the projects under component 1 to urgently complete construction, industrial cleaning, and register the inauguration of the projects, and send the information to the Ministry of Construction for compilation.

Clearly stating that time is running out and the workload is enormous, all relevant parties must make their utmost efforts. The project management board must develop a specific plan. The Prime Minister particularly emphasized that no mistakes should occur, and the agencies should propose awards for outstanding collectives and individuals.
Regarding connectivity projects, especially the Bien Hoa - Vung Tau expressway project, to ensure timely completion, the Prime Minister requested the People's Committee of Dong Nai province to direct relevant units to expedite the handover of land (for the remaining 5 households); and to direct the Project Management Board and contractors to focus financial resources, mobilize additional manpower and equipment, and increase the number of construction teams to complete component project 1, ensuring the quality, efficiency, and safety of the project.

The Ho Chi Minh City People's Committee has directed the investor and contractors to accelerate the completion of the remaining items of component project 3, bringing the project into synchronous operation according to the plan.
The Ministry of Construction has directed Project Management Board 85 and contractors to increase manpower, construction machinery and equipment, and financial resources to accelerate construction progress in order to complete the project in 2025; strictly adhere to the technical and aesthetic design as prescribed by law, and ensure the safety of the structure when put into use.

In the medium and long term, the Prime Minister requested ministries, agencies, and localities to decisively, synchronously, and effectively implement the tasks according to the conclusions of General Secretary To Lam when he visited the project (November 13, 2025); as well as continue to review and implement related directives of the Prime Minister, Deputy Prime Ministers, and the Minister of Construction. The Prime Minister emphasized that the spirit in the medium and long term is to make Long Thanh Airport the center for developing the aviation economy and aviation ecosystem, not simply to operate an airport.
The Prime Minister expressed confidence that the relevant parties would continue to strive and be even more determined to expedite the completion and commissioning of the Long Thanh international-standard airport project with seamless connectivity infrastructure, developing the aviation economy and aviation ecosystem as directed by General Secretary To Lam.
