The Prime Minister inaugurated Vietnam's first LNG power plant – a model project, exemplary in many aspects.

Attending the event in Dai Phuoc commune, Dong Nai province were Central Committee members: Chairman of the Central Inspection Committee Tran Sy Thanh, Minister of Industry and Trade Nguyen Hong Dien; Secretary of the Dong Nai Provincial Party Committee Vu Hong Van; and leaders of ministries, central and local agencies.

The two power plants, invested by Vietnam Oil and Gas Power Corporation (PV Power) – a member unit of Vietnam National Energy and Industry Group (Petrovietnam) – with the Lilama – Samsung C&T consortium as the EPC general contractor, have a total investment of approximately US$1.4 billion, with about 40,000 tons of steel structures and equipment and 120,000 m³ of concrete installed.

With a total capacity of 1,624 MW, the two plants are expected to supply more than 9 billion kWh/year when operating stably, supplementing the system's large-scale base power supply, especially in the southern region. The plant cluster also serves as a flexible power source, supporting system dispatch and balancing in the context of the increasing proportion of renewable energy.

The project is invested in according to modern technological standards, using GE's 9HA.02 generation gas turbines (USA) – the highest-tech, high-capacity, and high-efficiency turbine series in the world today. As a result, the plant achieves an efficiency of 62–64%, among the highest currently available. The 9HA.02 technology meets stringent emission standards and allows for flexible fuel switching, from LNG to the ability to burn hydrogen blends up to 50%, with the goal of using 100% hydrogen in the future.

According to Petrovietnam, in the context of the global energy transition, the corporation has affirmed its pioneering role in the formation of modern energy industrial centers. The most important highlight is the Nhon Trach 3 and 4 power plant project, a vivid testament to the strategic vision and implementation capabilities of this national enterprise. This serves as a model for the LNG power centers that the corporation plans to develop in the future, laying the foundation for a modern gas-fired power era in Vietnam.

This is a particularly important "piece of the puzzle" in strengthening and ensuring national energy security.

Speaking at the event, amidst the nationwide emulation to successfully achieve the goals and tasks for 2025 and the entire 2021-2025 term, and to celebrate the 14th National Congress of the Party, Prime Minister Pham Minh Chinh stated that the Nhon Trach 3 and Nhon Trach 4 gas-fired power plants – Vietnam's first LNG power plants – are particularly important "pieces" in consolidating and ensuring national energy security and meeting the requirements of rapid and sustainable development of the country in the new period.

According to the Prime Minister, ensuring national energy security is a crucial component of national security; it is a strategic foundation and an urgent requirement for rapid and sustainable national development in the new era, especially in the context of a volatile international energy market, the demands for technological costs, the rapid energy transition, and the complex and extreme challenges of responding to climate change.

Over the past period, the energy sector has maintained stable growth, basically ensuring national energy security, meeting the increasingly high demands for socio-economic development, ensuring national defense and security, and the livelihoods of the people, contributing to national development and improving the material and spiritual lives of the people.

In particular, during the past term, the Party, State, and Government have focused on implementing decisively and synchronously the solutions and strategic directions for national energy development, from building and perfecting institutions and planning to inspecting, monitoring, and urging the implementation of these measures. This includes: the Government submitting to the National Assembly for approval the amended Oil and Gas Law and the Electricity Law; issuing decrees on the efficient and effective use of energy; approving the Power Plan VIII and the revised Power Plan VIII; the National Energy Master Plan; and inspecting, urging, and resolving difficulties for key energy infrastructure projects such as the O Mon Thermal Power Center, the 500 kV circuit 3 Quang Trach – Pho Noi transmission line, the 500 kV Lao Cai – Vinh Yen transmission line, the Thai Binh 2 Thermal Power Plant, the Song Hau Thermal Power Plant, and the Block B project chain…

According to the Prime Minister, this is the effort of the entire Party, the entire people, and the entire political system, demonstrating the maturity of ministries, localities, agencies, and enterprises under the leadership of the Party, directly and regularly by the Politburo and the Secretariat, headed by the General Secretary; including the pioneering and leading role of state-owned corporations such as Petrovietnam and other enterprises; in the spirit that resources originate from thinking and vision, motivation originates from innovation and creativity, and strength originates from the people and enterprises.

Most recently, the Politburo has issued a series of key resolutions, including Resolution No. 70-NQ/TW dated August 20, 2025, on ensuring national energy security until 2030, with a vision to 2045, with strategic orientations such as: People and businesses are the center and the main actors in national energy development, with the state economy playing a leading role and the private sector being the most important driving force; energy development is given the highest priority to meet the requirements of continuous growth of over 10% in the coming period, achieving the country's two centenary goals; and the development of energy sources is comprehensive, rational, and diversified.

The Prime Minister stated that international experience has shown that countries with rapid and sustainable development all possess a strong, stable, and modern energy infrastructure. Therefore, electricity must be one step ahead, paving the way for industrialization and enhancing the competitiveness of the economy and the nation.

Experience in Vietnam over the past years shows that for every 1 percentage point increase in economic growth, electricity demand must increase by 1.5 to 2 times. Currently, the country's peak electricity consumption capacity is 54,500 MW, meaning annual electricity growth is between 6,500 and 8,200 MW. Therefore, the need for a stable electricity supply and the country's electricity consumption is enormous, especially in the coming period, as we focus on developing strategic breakthroughs such as high technology, semiconductor chip manufacturing, building large national data centers, digital transformation, green transformation, and constructing high-speed rail and urban rail systems.

The Prime Minister affirmed that, with over 9 billion kWh of electricity supplied annually from the Project, the commissioning of Vietnam's first LNG plant complex has laid the foundation for the country's gas-fired electricity market (a proactive and stable power source), marking an important step in building a flexible, clean, stable, and modern national energy system with "6 bests": (1) Lowest investment cost; (2) Largest scale; (3) Most modern technology; (4) Largest capacity; (5) Shortest EPC contractor selection time (11 months); (6) Most competitive commercial electricity price.

The Prime Minister also assessed that the project brings particularly important significance to the development of the country, the economic region, and the localities:

Firstly , it affirms Vietnam's efforts to fulfill its commitment to reducing emissions to "zero," ensuring carbon neutrality by 2050 as stated at COP26. This ensures energy security goes hand in hand with protecting the environment and national resources.

Secondly, it marks a fundamental shift in thinking, models, and development trends for green, sustainable, and modern energy sources, reducing carbon emissions by 40% compared to coal-fired power plants and 30% compared to oil-fired power plants (from fossil fuels to renewable energy sources).

Thirdly, it's a solution to the problem of ensuring national energy security. It plays an intermediary role in the transition process, minimizing the instability of the power system as the proportion of renewable energy increases rapidly.

Fourthly, the project is strategic infrastructure, contributing to the development of the Southern key economic region (revenue collection, high-tech development, attracting high-quality FDI, training high-quality human resources, operating key seaport and logistics systems, developing green energy, responding to climate change, etc.).

This year marks a significant project implemented by the Vietnam National Energy and Industry Corporation, demonstrating the leading role of state-owned enterprises in ensuring energy security and sustainable development, as well as proving the capabilities, organizational skills, operational management, coordination, and intelligent governance of the enterprise, especially its willingness to overcome difficulties.

Sixth, it provides the foundation for Vietnam's LNG power development roadmap, creating momentum for the Power Development Plan VIII (a model for the next 13 LNG projects) and helping Vietnam integrate more deeply into the global LNG supply chain.

The warrior spirit makes this a typical, exemplary project.

The head of government assessed that, in order for the project to be put into operation, the relevant parties had faced many unprecedented difficulties and challenges , and many "problems" required quick, timely, and correct solutions.

Regarding the project's progress, the investment decision was made in July 2020, and construction began in May 2022, during a time when the COVID-19 pandemic was developing in a very complex manner and its consequences were prolonged.

Regarding funding , the project was implemented without a government guarantee, requiring the arrangement of capital from international financial institutions with strict standards. This is a model, demonstrating the maturity, strength, and resilience of the enterprise.

Regarding mechanisms, policies, and procedures, from feasibility studies and negotiations of power-gas purchase agreements to EPC bidding and financing arrangements, the process spanned up to five years. At the time of project implementation, there was no mechanism for calculating LNG prices in electricity costs, nor were there regulations on long-term electricity output off-take (a crucial input factor for calculating investment efficiency and financial planning for financing). The relevant parties proceeded with the project, expanding and gradually refining it with a spirit of moderation, avoiding impatience and missed opportunities, and prioritizing national and ethnic interests above all else; this is a very important lesson.

Regarding land clearance, the project faced many difficulties in resolving issues related to land use planning, land clearance, land handover, and land leasing in the industrial park.

Regarding raw materials , as the project entered its peak phase, transporting international equipment to Vietnam became difficult; the supply of raw materials such as sand, stone, and gravel from quarries was always insufficient.

Many lessons learned from disciplining officials in previous energy projects may cause you to "hesitate".

However, with the decisive involvement and direction of the Government, the Prime Minister, ministries, sectors, and localities under the leadership of the Party, the relevant entities have gradually overcome difficulties and challenges, focusing on completing the project with the spirit of warriors on the construction site, "overcoming the sun, conquering the rain, not defeated by storms," ​​"3 shifts, 4 teams," "eating quickly, sleeping urgently," "working through holidays and Tet," "working during the day is not enough, so we take advantage of working at night."

"It can be said that the construction and inauguration of this project is a model, exemplary in many aspects, especially in overcoming all difficulties, challenges, and obstacles to complete it on schedule, ensuring quality, safety, environmental hygiene, and adequate resettlement for the people. We are proud that the electricity and oil and gas industries have matured and grown stronger than ever, demonstrating the spirit and resilience of Vietnam and our stature," the Prime Minister stated.

On behalf of the Party and State leaders, the Prime Minister warmly commended, acknowledged, and appreciated the efforts and determination of the Vietnam National Energy and Industry Group, the Vietnam Oil and Gas Power Corporation, ministries, sectors, localities, and domestic and foreign contractors in bringing the Nhon Trach 3 and Nhon Trach 4 power plants into operation, ensuring progress, quality, preventing violations, maintaining site discipline and the highest safety standards; and especially sincerely thanked the people who gave up their land, moved their homes, and resettled to serve the project implementation.

According to the Prime Minister, the success of the project will not only contribute to spreading enthusiasm and motivation, but also serve as a valuable lesson for us to continue implementing subsequent renewable energy projects.

Firstly, the greater the difficulties, challenges, and heavy the tasks, the more we must unite, be cohesive, dynamic, creative, dare to think, dare to act, dare to innovate, and dare to surpass ourselves for the common cause and for the benefit of the nation and people.

Secondly, it is essential to have a firm grasp of the situation, stay close to reality, start from reality, respect reality, use reality as a yardstick to arrive at truth, and possess a scientific, timely, flexible, and effective approach to problem-solving and handling.

Thirdly, strengthen coordination and effective cooperation among forces, levels, sectors, and agencies; focus on removing institutional barriers, eliminating cumbersome administrative procedures, creating motivation and inspiring relevant stakeholders; promptly reward and encourage individuals and groups with achievements, and strictly handle violations, while prioritizing the rectification of consequences.

Fourth , a harmonious, rational, and effective combination of internal and external forces is essential. Internal forces (including human resources, mechanisms, policies, and assigned assets) are fundamental, strategic, long-term, and decisive, while external forces (such as capital, science, technology, management experience, and human resource training) are important and groundbreaking.

Fifth , implementation must be carried out with high determination, great effort, and decisive action, ensuring that assignments are based on "six clear principles: clear person, clear task, clear authority, clear responsibility, clear time, and clear results." Proactive decentralization and delegation of authority, individual responsibility, and a spirit of "what is said must be done, what is committed must be fulfilled, and what is done must yield concrete, measurable, quantifiable results." Intellectual capacity must be valued, time must be saved, and decisive action must be made at the right time.

To ensure the project operates effectively and plays a clear strategic role in guaranteeing national energy security and socio-economic development, the Prime Minister requested Petrovietnam to continue affirming its role as a national energy corporation with a guiding and leading role for the entire industry; to be a pillar in ensuring national energy security and implementing the digital transformation strategy, green growth, and energy transition (renewable energy, hydrogen, LNG, nuclear power, offshore wind power, etc.), confidently and resolutely moving straight towards high technology.

The relevant agencies and entities operating the project must ensure absolute compliance with international standards on safety, performance optimization, and environmental regulations. They must strengthen coordination with agencies within the national power grid, apply science and technology, artificial intelligence, and optimal solutions to ensure stable system operation, leverage the hourly electricity pricing mechanism to increase revenue during high prices, and ensure maximum competitiveness. Final settlements and audits must be conducted in accordance with regulations.

Relevant ministries, departments, and agencies should develop long-term LNG supply plans, combining spot delivery to mitigate price volatility risks, and integrating international and domestic contractors to reduce costs and optimize maintenance expenses. They should immediately review and address institutional and legal bottlenecks, reduce unnecessary administrative procedures, create the most favorable conditions for businesses, and build a fair, transparent, and stable investment and business environment, especially by perfecting a comprehensive mechanism and policy for the entire LNG supply chain and the operation of LNG power plants, and replicating valuable lessons and experiences from this exemplary project.

The Prime Minister affirmed that the success of the Nhon Trach 3 and 4 Power Plant Projects serves as a model, a driving force, and a source of confidence, creating a foundation for us to continue conquering new records and implementing key national energy infrastructure projects in the future on a larger scale, with more advanced technology, higher standards, and greater productivity and quality.

The inauguration of this project is an affirmation and a message about Vietnam's new stature in enhancing competitiveness and ensuring national energy security in the era of national development towards a prosperous, civilized, happy, and strong socialist society.

At the same time, it was affirmed that the Vietnam National Energy and Industry Corporation has participated in the global production and supply chain; as a multinational corporation of Vietnam - a leading state-owned economic group in Vietnam, it has grown and matured remarkably with a warrior spirit, daring to think, daring to act, daring to take risks and overcome all challenges, surpassing itself, and capable of acting as the EPC general contractor for large-scale energy projects of the nation and the world.

The Prime Minister affirmed that the Government is committed to accompanying, listening to, resolving difficulties and obstacles, and creating all favorable conditions in the direction of a transparent institutional framework, smooth infrastructure, and smart governance so that relevant entities can maximize their capabilities and excellently fulfill their tasks and missions.

The "bests" of the Nhon Trach 3&4 LNG Project

1. The first project in Vietnam to utilize LNG fuel, a pioneering project in the journey of energy transition from coal to cleaner fuels.

2. Vietnam's largest gas-fired thermal power project with a capacity of 1,624 MW.

3. The project has the largest power generation unit in Vietnam, with a capacity of 812 MW.

4. The project utilizes GE's 9HA.02 gas turbine, which boasts the highest technology, capacity, and efficiency in the world today. It is capable of co-firing with hydrogen.

5. This project currently has the highest efficiency rate in Vietnam (over 62%).

6. Successfully completed the EPC contractor selection process under the most challenging conditions, during the nationwide fight against the COVID-19 pandemic.

7. The project had the fastest EPC contractor selection time: only 11 months.

8. The EPC contract for the thermal power plant has the highest percentage of work performed by domestic contractors (Lilama accounts for approximately 40%).

9. It is the first LNG power project in Vietnam to secure financing without a government guarantee, with a large loan value of nearly $1 billion.

10. This is the project with the lowest investment cost in Vietnam to date.
