At VinFast Hai Phong Production and Trading Joint Stock Company, Deputy Prime Minister Nguyen Hoa Binh listened to a presentation on the investment situation and production and business activities; and inspected and surveyed the company's factories and production lines.
The VinFast Hai Phong production and business project is a complex comprising factories for manufacturing automobiles (gasoline and electric), electric motorcycles, electric bicycles, smart vehicles, self-driving vehicles, clean energy, factory business, and supporting activities for automobile and motorcycle production.

In terms of scale, the project has a total production capacity of 500,000 cars per year and aims for a capacity of 1,000,000 cars per year. The electric motorcycle and electric bicycle production capacity is 1,000,000 units per year.
The land area for the construction of facilities exclusively for the VinFast production complex project is 310 hectares. The land area for common use is 38 hectares. The total investment capital for the project is 175,000 billion VND.
Construction on the project commenced in September 2017. The E-scooter production complex began operations in September 2018. The gasoline-powered car production complex began operations in July 2019. The electric passenger car production complex (with 10 or more seats, including the driver) began operations on January 15, 2021; the electric passenger car production complex (with no more than 9 seats, including the driver) began operations on October 18, 2021.

As of the end of Q3/2025, VinFast had delivered 110,362 electric cars globally. In the first nine months of 2025, it delivered 234,536 electric motorcycles. VinFast currently holds the number one position in terms of car market share in Vietnam (approximately 20%).
Regarding the localization rate, it currently stands at approximately 60%, with mastery of core technologies such as bodywork, engines, and battery systems. The goal is to increase the localization rate to 84% by 2026.
In 2024, VinFast Hai Phong Production and Trading Joint Stock Company contributed nearly 1,920 billion VND to the state budget; the projected figure for 2025 is over 2,230 billion VND; creating jobs for 11,500 people with an average income of 15 million VND/person/month.
Expressing delight at the strong development of Vingroup Corporation in general and VinFast in particular, Deputy Prime Minister Nguyen Hoa Binh stated that the Party and State's policy is to create favorable conditions for the development of the private economic sector, and the Central Committee has issued a Resolution on the development of the private economy with breakthrough and outstanding solutions. In the future, many key national strategic sectors will be assigned to private enterprises, and Vingroup Corporation is one of the choices.

In recent years, Vingroup has been one of the leading private enterprises in applying high technology, and the development of electric vehicles is a correct step, in line with the trends of the times and the context of Vietnam's commitment to Net Zero.
In the development of the automotive industry, the localization rate of Vingroup's products has increased rapidly; the reputation and brand of VinFast automobiles are known in many countries around the world, affirming the prestige and brand of Vietnamese goods, which benefits the Group and also benefits the country.

Hateco Hai Phong International Container Port Joint Stock Company was established on February 16, 2022, with a total investment of 450 million USD. Its business activities include operating seaports in the Lach Huyen Port area, Cat Hai Special Economic Zone, Hai Phong.
Hateco Hai Phong International Container Port (HHIT) is the first "green port – smart port" in Vietnam, featuring automated entry and exit gates, semi-automated berths, and the capacity to accommodate the world's largest ships, including those traveling directly from the West and East Coasts of the United States, as well as Europe and India. Equipped with modern technologies such as NAVIS N4, IFS, TAS, OCR, RFID, 5G, and advanced machinery and equipment like STS and eRTG, Hateco Hai Phong International Container Port optimizes port operations and management, enhances productivity, reduces ship waiting times, minimizes vehicle turnaround time within the port, and reduces CO2 emissions.

With a total port area of 73 hectares, a 900m long berth, and a depth ranging from -16.8m to -18.4m, HHIT is capable of simultaneously receiving two large container ships up to 200,000 DWT (≥ 18,000 TEU), with a maximum ship length of 400m.
With its global connectivity and commitment to sustainable development, HHIT is establishing itself as one of the most important cargo transshipment hubs in Vietnam and Southeast Asia.

With its green and smart port development model, Hateco Hai Phong is a pioneer in applying world-leading technologies to port management and operation; using clean energy sources and electric port equipment to minimize CO2 emissions; regularly monitoring and controlling noise, dust, air and water quality; and utilizing solar power in its buildings.
Currently, the port receives 5-6 ship calls per week, and in some months, the cargo throughput exceeds the design capacity of phase 1. Hateco Port is the first seaport to implement OCR with STS cranes, an automated system for recording the status and number of containers during ship loading and unloading, ensuring safety and accurate data.
As a result, the loading and unloading productivity, which was initially 18 containers/hour/crane, has now reached an average of 30 containers/hour/crane, and at times even 42 containers/hour, helping to quickly unload ships and improve port operational efficiency.

Hateco Port is the first port in Vietnam to implement a fully automated gate system with an OCR gate system and TAS vehicle scheduling software. Introducing modern automated technology into gate operations has helped ensure gate safety, improve operational efficiency, prevent traffic congestion at the gate, reduce truck turnaround time within the port, and significantly reduce emissions into the environment.
After 4 months of trial operation, HHIT Port officially launched its fully automated gates on June 16, 2025, reducing truck entry and exit times to under 18 minutes, just 50% of the time compared to other ports, thereby improving cargo handling capacity and port yard utilization.
From June 2025, the entire A, B, and C yard area (52.9 Ha) has been put into operation to enhance container storage capacity. All machinery and equipment in the yard are environmentally friendly and highly productive, contributing to faster ship turnaround and reduced vehicle arrival times for loading and unloading.
The port's throughput from February 2025 to November 2025 is projected to be 498,000 containers, equivalent to 800,000 TEUs, accounting for approximately 40% of the container throughput at ports in the Lach Huyen area, Hai Phong City. The port currently serves nearly 10 of the world's top 10 shipping lines, with ships and containers arriving weekly. This is an impressive figure for a port that has only been operational for 10 months.

Deputy Prime Minister Nguyen Hoa Binh highly appreciated Hateco's efforts in promoting the application of technology in port operations, thereby affirming its capabilities. In just a short time since its establishment and operation, Hateco Hai Phong International Container Port has welcomed a large number of ships from major shipping companies around the world.
Welcoming Hateco's model of developing green and smart ports, considering it a very correct direction that ensures sustainable development, the Deputy Prime Minister emphasized that in the new context and conditions, the pace of national development is increasing, leading to a growing demand for import, export, and cargo transportation. Therefore, Hateco, with its experience and especially its mastery of modern science and technology, should continue to invest in and expand the Hateco Hai Phong International Container Port to meet the increasing demand for cargo transportation. Along with that, it is necessary to continue to focus on researching and investing in deep-water ports in other coastal regions of the country, based on the strong application of science and mastery of advanced and modern science and technology.
Deputy Prime Minister Nguyen Hoa Binh requested that Hai Phong city always pay attention to, support, and accompany Hateco in its investment process in the locality, and adequately consider Hateco's proposals, especially the proposal to expand the investment and scale of Hateco Hai Phong International Container Port.
According to the program, tomorrow morning (December 15th), Deputy Prime Minister Nguyen Hoa Binh and the Government delegation will have a working session with Hai Phong city to discuss the situation of production and business, public investment, import and export, infrastructure construction, social housing, national target programs, and the organization and implementation of the two-tiered local government system.
