
Ho Chi Minh City is accelerating the issuance of ownership certificates to residents of apartment buildings.
The Ho Chi Minh City People's Committee announced that it will address complaints and feedback regarding delays in issuing land ownership certificates to residents, mainly due to developers failing to fulfill their financial obligations or using existing certificates as collateral.
This is the content of a document recently signed by the Vice Chairman of the Ho Chi Minh City People's Committee, Bui Xuan Cuong, conveying the directive of the Chairman of the Ho Chi Minh City People's Committee regarding the handling of requests and complaints related to the management and use of apartment buildings in the city.
According to a report by the Ho Chi Minh City Department of Construction, many problems are currently arising in apartment buildings in the city, mainly stemming from delays in issuing ownership certificates due to developers failing to fulfill their financial obligations or using the certificates as collateral. In addition, there are disputes over maintenance funds and short-term apartment rental models. Therefore, the Ho Chi Minh City People's Committee leadership has requested the People's Committees of wards, communes, and special zones, in coordination with relevant departments and agencies, to strengthen inspections and tighten state management of the management and use of apartment buildings.
The Ho Chi Minh City Tax Department is urgently guiding organizations and individuals to declare and pay taxes on management and operation services, maintenance fund collection and expenditure, and management and operation expenses. Units must report the results to the Ho Chi Minh City People's Committee before January 1, 2026.
The Department of Agriculture and Environment should promptly resolve obstacles and expedite the issuance of ownership certificates to apartment buyers and for other areas within apartment buildings; at the same time, it should guide apartment building management boards in renewing environmental permits according to regulations.
