The Gia Lai Provincial Party Committee recently issued Action Program No. 13-CTr/TU dated May 13, 2026, to implement Resolution No. 45-NQ/TW (13th Congress) on continuing to build and promote the role of intellectuals. This is an important concrete step, creating mechanisms, an environment, and motivation for intellectuals to contribute more strongly to the goal of rapid and sustainable development of Gia Lai in the new period.

Intellectuals - a resource for development
The action program identifies, builds, and promotes the role of the intellectual workforce as not only the task of the science, education, or culture sectors, but also the responsibility of the entire political system. Accordingly, Party committees, governments, the Fatherland Front, and political and social organizations at all levels will continue to thoroughly understand and widely disseminate the core contents of Resolution No. 45-NQ/TW; and raise awareness of the position, role, and importance of the intellectual workforce for the province's development.
The program also concretizes the tasks of developing the intellectual workforce in accordance with the spirit of the 14th National Congress Resolution of the Party, the Resolution of the 1st Congress of the Gia Lai Provincial Party Committee, term 2025-2030, and the action programs implementing the resolutions of the Party congresses at all levels. In the province's development process, the intellectual workforce is identified as a force for creativity, critical analysis, consultation, implementation, and dissemination of knowledge.
By 2030, Gia Lai strives to build a workforce of intellectuals that is both large in quantity and high in quality; attracting high-quality human resources and talents in many fields to meet the requirements of socio-economic development. Along with this, it aims to perfect a comprehensive and feasible mechanism and policies, creating conditions and incentives for intellectuals to develop comprehensively, improve their skills and abilities, and contribute to the locality.

Create an environment where talented people can contribute.
The program calls for innovation in the training, development, utilization, remuneration, and recognition of intellectuals; emphasizing the importance of talent. Gia Lai will objectively and comprehensively review and evaluate the intellectual workforce and current policies to adjust, supplement, or enact new policies accordingly, thereby creating a favorable environment for the intellectual workforce to develop and improve the quality of their work.
The province also aims to develop breakthrough priority mechanisms and policies in attracting, training, nurturing, and rewarding talent; focusing on excellent scientists, leading experts, reputable intellectuals, and those capable of leading important science and technology projects. At the same time, it will pay attention to supporting young intellectuals, those working in remote areas, border regions, islands, within the armed forces, and ethnic minority communities.
Notably, the program aims to support the Institute of Interdisciplinary Science and Education under the International Center for Interdisciplinary Science and Education to become a reputable institute for basic and applied science research in the region; and to support Quy Nhon University in developing in an advanced direction, offering multidisciplinary and multi-field training, and expanding training programs in semiconductors, artificial intelligence, and cybersecurity.
In the new development landscape of Gia Lai province - from the mountains to the sea, from high-tech agriculture, industry, logistics, tourism, marine economy to digital transformation - the intellectual workforce is not only a research force but also directly involved in solving development problems.
Connecting knowledge with aspirations for development.
The action program calls for strengthening state management and improving mechanisms and policies for the intellectual workforce; while clearly identifying the specific characteristics of each intellectual group to develop appropriate policies, such as intellectuals in the fields of health, education, culture and arts, science and technology; intellectuals who are cadres and civil servants; intellectuals in the armed forces; intellectuals in state-owned and private enterprises; young intellectuals; and Vietnamese intellectuals living abroad.

The province will also build a database of experts and intellectuals to forecast needs and plan the development of the intellectual workforce in each industry, field, and locality; ensuring a balance in quantity, quality, structure, and continuity.
A key requirement is to promote democracy, respect creative freedom, and uphold the ethics and responsibility of intellectuals in scientific, technological, educational, cultural, literary, and artistic activities. Intellectuals are encouraged to participate in providing feedback, advice, critical analysis, and social assessment regarding policy planning, strategy development, planning, and key projects and works of the province.
Gia Lai will prioritize allocating resources from the state budget, while also mobilizing social and international resources to develop science and technology infrastructure and education and training; research the formation of a venture capital fund in accordance with regulations; and support businesses in digital transformation, applied scientific research, technological innovation, intellectual property development, brand building, and the exploitation of the value of inventions and useful solutions.
The Provincial Union of Science and Technology Associations and the Provincial Association of Literature and Arts continue to innovate their content and methods of operation in a practical manner; promoting the role of gathering and uniting intellectuals and artists, acting as a bridge between the Party, the State and the intellectual community. Agencies within the political system are also assigned specific tasks in developing mechanisms and policies, supervising and organizing their implementation.
Building and developing a team of intellectuals is an investment in the future. When intellectuals are valued, talents are encouraged, creativity is respected, and critical feedback is listened to, Gia Lai will have an important resource to realize its aspiration for rapid and sustainable development in the new development space.
