Promote modernization of tax management, carry out compulsory transfer of 3 compulsory purchasing banks

Reporting on the implementation of 16 resolutions of the 14th and 15th National Assembly on thematic supervision and questioning, Deputy Prime Minister Nguyen Hoa Binh affirmed that in the past time, the Government has directed the organization of implementation resolutely, many tasks have been completed and have very commendable results, some have achieved initial results and some need to continue to focus on solving in the coming time.

Specifically, in the financial sector, the Government has reviewed 12 laws and submitted to the National Assembly for approval 8 laws related to the State budget, prices, state capital management and taxes; approved 108/111 national plans; focused on removing obstacles in planning associated with administrative unit arrangement. The work of budgeting, allocation and management of the State budget and public assets has been tightened. Modernization of tax management and handling of outstanding debts has been promoted; the legal framework of the bond market has been improved; the national credit rating has been maintained at a positive level; the restructuring of state-owned enterprises has been implemented; and the fiscal and monetary policies have been effectively implemented to support socio -economic recovery.

The Government and the Prime Minister have focused on directing and implementing proactive and flexible monetary policies; coordinating well with fiscal policies, contributing to macroeconomic stability and inflation control. Completing the legal framework for banking activities; implementing the compulsory transfer of 3 compulsory purchasing banks and Dong A Bank. The Government and the Prime Minister have issued adjustments to the Power Plan VIII; the mechanism for purchasing and selling electricity from renewable energy; the policy on self-produced and self-consumed rooftop solar power. The 500 kV Quang Trach - Pho Noi transmission line has been completed ahead of schedule. C/O issuance procedures have been reformed, increasing the ability to take advantage of FTAs. Regarding construction and transportation, the Government has issued 5 decrees implementing the Housing Law and the Real Estate Business Law. The Prime Minister has issued many telegrams and documents directing drastic measures to remove difficulties and obstacles, promote the development of social housing, the real estate market and implement the Project to build at least 1 million social housing units. Submit to the National Assembly for approval the Law on Urban and Rural Planning. Prioritize investment in strategic infrastructure: North-South Expressway, Hanoi and Ho Chi Minh City beltways, Long Thanh airport. Put into operation 2,476 km of expressway, striving to exceed 3,000 km by the end of 2025 and basically open the North-South expressway in the East; put into operation about 1,397 km of coastal road, striving to complete over 1,700 km by the end of 2025. Regarding science and technology, innovation, and digital transformation, the Government and the Prime Minister have focused on directing the development and submission to the Politburo of three major resolutions on science and technology and digital transformation; promoting standards - measurement - quality; submitting to the National Assembly 14 draft laws. Issuing financial mechanisms based on output results; developing enterprise science and technology funds; assessing local-level innovation; building a national digital transformation program; developing digital and telecommunications infrastructure.

At the same time, it submitted to the Politburo Resolution 71 on breakthroughs in education and training development; submitted to the National Assembly the Law on Teachers and many special mechanisms; started construction of 100 inter-level boarding schools in border areas; deployed unified textbooks from 2026-2027; expanded AI training; Vietnam is among the 21 countries that have achieved sustainable education goals early.

Effectively implementing Resolution 30 on Covid-19 prevention and control; submitting many resolutions and conclusions of the Politburo and Secretariat; perfecting laws on organizational structure, health finance, health insurance, human resources, and grassroots health; issuing 26 resolutions, 14 decrees, and 29 decisions in the health sector. "The tasks assigned by the National Assembly have been seriously implemented by the Government, achieving many positive results, contributing to stabilizing the situation, ensuring the care, protection, and improvement of people's health," the Deputy Prime Minister affirmed.

Submit to the National Assembly the Law on Cultural Heritage (amended); develop high-performance sports; strengthen the preservation of national culture; tourism will recover strongly, welcoming 17.2 million international visitors in 10 months of 2025. 146,800 people quit their jobs according to policy

Reporting on internal affairs, the Permanent Deputy Prime Minister stated that the Government and the Prime Minister have directed drastic and effective implementation, basically meeting requirements and are continuing to focus on implementation, including focusing on perfecting the legal system, establishing a solid legal basis to continue innovating the organization and operation of the Government and local authorities.

The implementation of the organizational arrangement of central ministries and branches has achieved many positive results, perfecting the organizational model of multi-sectoral and multi-field management ministries. Implementing the organization arrangement of specialized agencies at the local level, ensuring similarity with the arrangement of ministries and branches at the central level; issuing documents regulating decentralization, delegation of power, and assignment of authority, and providing guidance for the two-level local government to soon operate stably and uniformly, meeting the requirements of the people and society.

Believing that the streamlining of staff has achieved positive results, the Deputy Prime Minister stated that in the 2022-2026 period, the number of civil servants will be reduced by over 5%, and the number of public employees receiving salaries from the budget will be reduced by over 15%. Up to now, 146,800 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus and administrative units at all levels.
