Dong Nai "settling down" for workers

Sharing about the province's social housing development program, Director of Dong Nai Department of Construction Nguyen Anh Tuan said: with the determination to ensure that workers have a stable place to live, feel secure to stay and contribute long-term, Dong Nai has promoted the social housing development program as an important pillar of social security. In 2025 alone, the province approved 10 new projects with more than 11,000 units, planning 700 hectares of land specifically for social housing; at the same time, issued clear and transparent regulations on the subjects eligible to buy and rent houses.

- Sir, with the determination to ensure social security for workers, can you summarize the outstanding results Dong Nai has achieved in social housing development recently?

- With the determination to ensure that every worker, every low-income person... has the opportunity to settle down, in 2025, Dong Nai province issued Decision No. 08/2025/QD-UBND, clearly stipulating the standards and conditions for buying, renting, and renting-buying social housing. This regulation clearly identifies priority groups: from meritorious people, workers, low-income people, people whose land has not been recovered and have not been resettled, to civil servants and public employees who need to stabilize their housing. Thanks to a clear legal framework, simplified procedures make it easier for people with real needs to access.

Currently, the province has started 13 social housing construction projects with a scale of 4,564 units, completed 2,970 units, and is under construction of 1,594 units; the province has publicized and approved the investment policy for 10 new social housing projects in 2025, with a total scale of up to 11,000 units - a significant acceleration, these projects are distributed in many key areas: near industrial parks, central urban areas and neighboring areas such as Phuoc An commune, Phuoc Tan ward, Long Binh ward, Trang Bom, Ho Nai, Binh Phuoc ... to meet the real needs of workers, migrant workers, and low-income people. In addition, from now until the first quarter of 2026, the province will continue to start about 18 new projects, equivalent to 15,147 units.

Thanks to synchronous measures: from legal, planning, investment mobilization, to priority mechanisms, thousands of social housing units are gradually appearing, promising to help many people have more stable housing.

- To create a flexible investment attraction mechanism, the province has publicly announced a list of 10 social housing projects calling for investors in 2025; at the same time, minimizing procedures for appraisal, land allocation, and approval - helping businesses to quickly implement projects. Along with that, well implementing the regulation of reserving 20% ​​of land area in commercial housing projects for social housing construction.

Active access to preferential capital sources is also emphasized. The province has promptly reviewed, urged and sent a list of 8 projects eligible for loans from the Government 's 120,000 billion VND credit package, helping businesses and people benefit from low interest rates.

Committed to ensuring employees feel secure in their commitment and long-term dedication

- Based on the above positive results, what directions and tasks does Dong Nai province set out to continue promoting the development of social housing, sir?

- To develop social housing to achieve the set goals, it is necessary to have the cooperation of the State and the business community. The province has prepared land funds, publicized and shortened the time for selecting investors to build social housing without bidding, in the coming time, continue to ensure the supply of construction materials, promptly approve the general planning, zoning planning, and detailed planning. Along with that, speed up the completion of technical infrastructure works of key projects to connect urban centers, industrial parks, and residential areas to create conditions for residents to buy social housing conveniently to go to work; at the same time, invite more interested investors to join hands with Dong Nai province to invest in social housing.

Currently, the province has planned about 765 hectares of land specifically for the development of independent social housing; at the same time, reviewing nearly 430 hectares of social housing land in the 20% land fund of commercial housing projects to request investors to invest in social housing construction. This is the land fund for the province to continue to invite social housing investors to pay attention to investment and construction in the coming time.

On the basis of clearly defining: social housing development is not only an immediate goal, but also a long-term, strategic task to ensure social security, stabilize the labor force and promote sustainable development, period 2025 - 2030.

Accordingly, accelerate construction and start of new projects: from now until early 2026, Dong Nai aims to start at least 18 new social housing projects, equivalent to 15,000 - 16,000 units, mainly concentrated in Bien Hoa, Nhon Trach, Trang Bom and Long Thanh, continue to prepare land funds and call for investment to prepare for the start of social housing projects in the following years. We will work directly with investors, departments, branches and localities to speed up procedures, hand over the site early, and ensure the start of construction on schedule.
