Implementing Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units; Resolution 74/NQ-CP of the Government on the plan to implement the arrangement of administrative units and build a 2-level local government organization model, the supplementation and amendment of the Competition Regulations issued in Circular No. 06/2024/TT-BGDDT dated April 10, 2024 to meet changes and requirements of practice becomes necessary.

Accordingly, the amendment of regulations on organizing competitions at the unit level aims at the competition units to select competition projects through the form of competition organization, applying the promulgated Regulations. This helps the competition projects when selected to participate at the national level not to   confused when participating in the Competition. Units are also required to improve the honesty in scientific research through specifying requirements such as announcing the competition project selected to participate at the national level, clarifying the responsibilities of scientific research instructors.

Although this has been previously stipulated, in the Circular amending and supplementing Circular 06, this content is more emphasized and included in specific subjects to enhance scientific integrity.   in scientific and technical research. Competition projects are selected to participate at the national level when they are publicly announced, ensuring social supervision and ensuring honesty in research.

The Circular also amends and supplements a number of other contents to improve the organization of the Competition, aiming to make the organization more public, transparent and fair in order to further promote the making of scientific and technical research a regular activity in general schools, promoting teaching and learning in the direction of developing STEM science and technology to meet the requirements of preparing human resources for development.   develop the country in accordance with the direction of the Party and State.

Adjusting the calculation of the number of competing projects towards fairness

In the Circular amending and supplementing Circular 06, it is stipulated that the number of projects participating in the national competition is calculated based on the ratio of the number of projects participating in the Department of Education and Training competition compared to the total number of projects participating in the competition of the departments.   Education and Training nationwide. This regulation aims at a fairer Competition.

Accordingly, the departments   Education and Training Departments with good scale and competition movement will be sent a proportionate number of projects to compete in the National Competition, avoiding leveling and not really encouraging the movement.   Education and Training has not yet had a widespread movement. If we want to increase the number of projects competing at the national level, we will have to consider encouraging and promoting the movement to have more representatives at the national level.

Circular amending and supplementing Circular 06 stipulates that small-scale competition units are allowed to nominate a maximum of 03 projects to compete at the national level.   Larger units, with the proportion of projects participating in the competition at the unit level greater than 1% and less than or equal to 5%, will be allowed to register a maximum of 06 projects; with the proportion of projects participating in the competition greater than 5% and less than or equal to 10%, will be allowed to register a maximum of 09 projects; with the proportion of projects participating in the competition greater than 10%, will be allowed to register a maximum of 12 projects.

For the participating units being high schools under the Ministry and ministerial-level agencies, universities, colleges, institutes and academies, each unit can register a maximum of 03 competition projects, an increase of 01 project compared to the previous regulations in Circular 06.

In order to encourage the movement of localities, the Circular amending and supplementing Circular 06 stipulates that the participating unit is allowed to nominate 01 more project for each project that won the 4th prize or higher at the international competition in the previous year.

To ensure stability, the Circular amending and supplementing Circular 06 has transitional conditions for the 2025-2026 school year Competition, the number of competition projects of the competition units is the department.   After the merger of provinces and cities, the maximum number of competition projects is the total number of competition projects of the competition units before the merger.
