Increase post-control, improve monitoring effectiveness

This morning, the National Assembly will discuss the implementation of 9 resolutions on thematic supervision and 7 resolutions on questioning of the 14th and 15th National Assembly. Although the duration is not long and the contents of the resolutions cover 17 key areas, the session is awaited by voters because it will be an opportunity for the National Assembly to implement a comprehensive post-audit mechanism, assessing the overall results of the implementation of the resolutions on thematic supervision and questioning in the past two terms.

In preparation for this session, the agencies under supervision have sent detailed reports to the National Assembly , reflecting the large volume of work that has been carried out in the past time. The completed tasks, the existing problems, the unsatisfactory contents, the causes and solutions have also been presented quite fully and in detail.

In particular, from November 2024 to present, the Government has clearly demonstrated its determination to innovate, promote administrative reform, streamline the organizational apparatus, implement a two-level local government model, decentralize and delegate more power, and remove many institutional bottlenecks.

Judicial agencies such as the Court and the Procuracy also implemented a 3-level model in a streamlined manner, reducing intermediate levels and improving operational efficiency. The State Audit actively coordinated to provide important data, helping the National Assembly's supervisory activities to have a more objective and comprehensive basis.

However, the agencies of the National Assembly have also pointed out the tasks that are slow to progress or have not yet made clear progress in each field. These shortcomings are the focus that the National Assembly deputies need to consider and discuss carefully in this morning's session; clarify the causes of the problems that have not been completely resolved or are still slow to change; who is responsible for implementation; are the National Assembly's supervision and questioning resolutions really feasible and practical? When these questions are fully answered, the National Assembly's supervision activities will truly be an effective tool to control power.

The fact that the session was broadcast live on television and radio continues to demonstrate the spirit of openness and transparency of the National Assembly. Voters can fully monitor and evaluate the level of task completion of the Government and industry commanders, thereby strengthening voters' trust and creating positive pressure for agencies to perform their tasks on time and with responsibility.

Based on the discussion session, it is expected that at the end of this 10th Session, the National Assembly will consider and pass a Resolution on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning. This Resolution is not only a summary but also has an important transitional significance: identifying unfinished tasks, clearly assigning responsibilities, deadlines, and specific requirements to each ministry, branch, and judicial agency. This will ensure continuity and uninterrupted supervision by the National Assembly - which is especially important in the context of increasingly high demands for innovation in supervision methods.

Along with post-audit activities, the National Assembly also needs to draw good experiences to continue improving the quality and effectiveness of supervision and questioning in the coming time. Many experts and National Assembly deputies have proposed a modern supervision model, based on data and technology, with a system of specific measurement indicators that can be verified in real time. This is a direction in line with the digital transformation trend, helping the supervision of the National Assembly and its agencies not only rely on administrative reports but become more proactive, accurate and transparent.

The National Assembly Committees need to further promote their role of regular supervision, possibly every 6 months or annually, on resolutions in their respective fields. With continuous supervision, arising problems will be identified promptly, avoiding prolonging over many terms. At the same time, supervision resolutions need to set clear, feasible, and measurable targets - from completion deadlines, the rate to be achieved or reduced, to specific evaluation indicators.

Finally, the urgent requirement of the coming period is to modernize supervision work with data. A common database system on the implementation of thematic supervision and questioning resolutions, interconnected between the Government, the Court, the Procuracy, the State Audit and the National Assembly will be the foundation for continuous, objective and effective supervision. When data is complete, unified and updated in real time, the National Assembly's supervision not only monitors the implementation of tasks, but can also provide early warning of policy risks, helping the process of management and policy making become more flexible, transparent and scientific .

This morning's discussion session is therefore not only a summary, but also a measure of the effectiveness of the National Assembly's innovation, clearly affirming the National Assembly's role in controlling power - an increasingly urgent requirement in the process of building a socialist rule-of-law state in Vietnam.
