Ho Chi Minh City: Urgently complete updating database of cadres, civil servants and public employees

The Chairman of the Ho Chi Minh City People's Committee assigned units and localities to complete updating the database of cadres, civil servants and public employees before December 6, 2025.

Ho Chi Minh City People's Committee requires units to associate the responsibility of digitizing records with the responsibility of cadres, civil servants and public employees.
The Chairman of the Ho Chi Minh City People's Committee requested that units must complete updating 100% of the database of cadres, civil servants, and public employees before December 6, 2025.

Ho Chi Minh City People's Committee has issued "urgent" Document No. 4240/UBND-VX on urgently completing the update and synchronization of the database of cadres, civil servants and public employees.

Previously, on October 28, 2025, the Chairman of the City People's Committee issued Official Dispatch No. 3280/UBND-VX on the implementation of updating the national database on cadres, civil servants and public employees according to the 2-level government model. In particular, directing agencies and units to urgently complete the updating of the database (mentioned above) before October 3, 2025. However, the current updating of agencies has not ensured the progress and quality as required.

From there, the Chairman of the City People's Committee directed the heads of specialized agencies, other administrative agencies, public service units under the City People's Committee, and the Chairman of the Commune People's Committee to continue updating the database (mentioned above) on the city's database management system and complete 100% of the updating of the resumes of cadres, civil servants, and public employees.

The Chairman of the People's Committee of Ho Chi Minh City directed that if the database update is not completed as required, the head of the unit will be considered responsible.

The Chairman of the City People's Committee requested to complete the above content before December 6, 2025. At the same time, increase database updates during non-business hours to reduce pressure, prevent system overload and speed up the update process.

Thoroughly grasp the tasks and responsibilities of each cadre, civil servant and public employee to self-review, declare and be responsible for the accuracy of personal data when updating and synchronizing the database according to the requirements of the City People's Committee and the Department of Home Affairs.

In addition, it is responsible for implementing security and ensuring information security of the database of cadres, civil servants and public employees according to legal regulations; regularly checking and urging the updating of the database; promptly directing and correcting organizations and individuals who do not properly implement the instructions and regulations of competent authorities.

The Chairman of the City People's Committee assigned the Department of Home Affairs to continue to coordinate with the City Digital Transformation Center and relevant agencies and units to ensure technology infrastructure, promptly handle technical issues, create favorable conditions for agencies and units to update; guide, monitor progress and evaluate the quality of updating data on cadres, civil servants and public employees of agencies and units.

At the same time, advise the City People's Committee to evaluate and consider the responsibility of the heads of agencies and units that do not promptly and fully implement the direction of the City People's Committee.
