Following the Official Dispatch No. 234/CD-TTg dated November 30, 2025 on launching and implementing the "Quang Trung Campaign" to rapidly rebuild and repair houses for families whose houses were damaged by recent natural disasters in the Central provinces, to ensure the progress of construction and repair of houses for people affected by natural disasters, storms and floods, helping people have stable housing, enjoy the New Year 2026 and the Lunar New Year of Binh Ngo, the Prime Minister requested:

Localities develop specific plans to implement the "Quang Trung Campaign", updating progress daily.

1. Chairman of the People's Committee of the provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang , Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong:

a) Pursuant to the direction of the Prime Minister in Official Dispatch No. 234/CD-TTg dated November 30, 2025, develop and approve a specific plan to implement the "Quang Trung Campaign", report to the Prime Minister before December 5, 2025, clearly identifying:

(1) Number of new houses to be built, progress, expected completion plan.

(2) Number of houses to be repaired, progress, expected completion plan.

(3) Assign responsibility for direction, inspection and supervision to each comrade in the Standing Committee and Standing Committee of the Provincial People's Committee.

b) Assign a competent authority to be responsible for monitoring, synthesizing, and daily updating the results and progress of the implementation of the Plan; promptly advise the Chairman of the Provincial People's Committee to direct the immediate removal of difficulties and obstacles (if any) and report to the Prime Minister on the progress and results of the implementation of the "Campaign" before 3:00 p.m. every Friday (and send to the Ministry of Agriculture and Environment, the Ministry of Construction, and the Government Office to synthesize and report to competent authorities), which must clearly state:

(1) Regarding housing must be newly built.

- Number of houses to be newly built;

- Number of houses that have started construction; what percentage compared to the plan;

- Number of houses completed; what percentage;

- Number of houses that have been started but not completed; what percentage does it account for?

- Number of houses that have not started construction; what percentage?

(2) Housing needs repair.

- Number of houses to be repaired;

- Number of houses repaired; what percentage compared to plan;

- Number of houses under repair; what percentage compared to plan;

- Number of houses that have not been repaired; what percentage?

(3) Plan for next week.

- Number of houses expected to be newly built;

- Number of houses expected to be completed;

- Number of houses expected to be repaired;

- Number of houses expected to be repaired.

2. The Ministry of Agriculture and Environment shall promptly coordinate and guide localities in handling land-related problems (if any); summarize the progress and implementation results of localities, report to the Prime Minister before 5:00 p.m. every Friday (and simultaneously send to the Government Office, Vietnam Television, Voice of Vietnam, Vietnam News Agency); promptly report and propose to the Prime Minister to direct the handling of issues beyond its authority.

Ensure supply, no shortage of construction materials and supplies

3. The Ministry of Construction shall proactively coordinate closely with localities and relevant agencies and units to promptly direct regulation and ensure supply, and prevent shortages of construction materials and supplies, taking advantage of natural disasters to hoard goods, and forcing down prices, affecting the progress, quality, and cost of construction and housing repair for the people.

4. Assign the Government Inspectorate to monitor, inspect and examine the implementation of the "Campaign" in localities, ensuring the correct scope and target, avoiding loss, waste, corruption and negativity; report to the Prime Minister at 3:00 p.m. every Friday through the Ministry of Agriculture and Environment and the Government Office for synthesis.

5. Vietnam Television, Voice of Vietnam, Vietnam News Agency, Government Electronic Information Portal and mass media agencies regularly update and publicize information on the progress and results of the implementation of the "Quang Trung Campaign" to rapidly rebuild and repair houses for families whose houses were damaged by natural disasters in localities.

6. The Government Office monitors and urges according to assigned functions and tasks, synthesizes and reports to competent authorities according to regulations./.
