Speaking at the Listed Enterprises Conference and the 2025 Listed Enterprises Awards Ceremony on December 3 in Ho Chi Minh City, Ms. Vu Thi Chan Phuong, Chairwoman of the State Securities Commission (SSC), said that in the context of complicated international economic developments, strongly affecting global financial markets, the Vietnamese stock market remains stable, continuing to affirm its role as an important medium- and long-term capital mobilization channel for the economy.
25 years of Vietnam's stock market - Many turning points
The Vietnamese stock market up to this point is considered a very vibrant market and has the highest growth rate in the region as well as in the world . The VN-Index has surpassed its historical peak; market liquidity has grown and reached a new record, at times the transaction value reached over 80,000 billion VND in one session.
In 2025, the market recorded many turning points. First, the KRX system was officially operated stably, safely and smoothly. The new system not only comprehensively upgraded the technology infrastructure to support the market to increase its scale, but also helped the market increase its depth, paving the way for new products and services in the future.
Along with that, on October 8, 2025, FTSE Russell announced that the Vietnamese stock market had met all official criteria and was upgraded from a frontier market to a secondary emerging market. This is an important milestone marking the strong development of the Vietnamese stock market, recognizing the comprehensive reform efforts of the entire securities industry in accordance with the Party and State's policies to develop a transparent, modern, and efficient stock market according to the highest international standards. At the same time, it is also the beginning of a new development phase, requiring deeper and broader reforms to achieve long-term goals in the future.
State Securities Commission focuses on 4 groups of solutions for the coming period
Regarding listed enterprises, the Chairman of the State Securities Commission assessed that the production and business situation has significantly improved. Many enterprises have proactively prepared sustainable development reports, increased information transparency, disclosed information in English, and applied ESG standards.
The Chairman of the State Securities Commission suggested that the Stock Exchanges, relevant units and enterprises need to continue to have more breakthrough solutions. The Stock Exchanges need to have practical solutions and propose to the management agencies to bring Vietnam's Corporate Governance Scorecard to the top of ASEAN. At the same time, listed enterprises need to pay more attention to corporate governance practices associated with ESG, applying and practicing good practices and good standards on sustainable development.

Ms. Vu Thi Chan Phuong said that, as a state management agency, under the direction of the Ministry of Finance , the State Securities Commission will continue to accompany the market and the listed business community and focus on implementing 4 groups of solutions.
First, continue to improve the legal framework towards transparency, efficiency and conformity with international practices.
Second, effectively implement major projects, plans and programs that the Government and the Ministry of Finance have directed such as: Effectively implement the Strategy for stock market development until 2030; The Government's project to upgrade the Vietnamese stock market and the Ministry's project implementation plan; Project to restructure the investor base and develop the securities investment fund industry; continue to effectively coordinate with international units and organizations to implement the upgrade plan according to the roadmap and towards higher standards.
Third, promote digital transformation in management, supervision, application of modern technology and big data; continue to upgrade market infrastructure; and research and deploy new products and services. Strengthen supervision, improve compliance, market discipline, and strictly handle violations.
Fourth, reform administrative procedures, create favorable conditions for enterprises to mobilize capital, contributing to promoting economic growth. At the same time, continue to promote programs on corporate governance, sustainable development, enhance training, support and honor typical enterprises.
The total capitalization of Vietnam's stock market reached more than 390 billion USD.
On December 3, the Listed Enterprises Conference and the 2025 Listed Enterprises Awards Ceremony were held in Ho Chi Minh City. This is an annual activity of the Ho Chi Minh City Stock Exchange (HOSE). On this occasion, the 50 best listed enterprises in information transparency in 2025 were honored at the 18th Listed Enterprises Awards Ceremony (VLCA).
Ms. Nguyen Thi Viet Ha, Acting Chairwoman of HOSE, assessed that 2025 is a special year, marking 25 years since the Vietnamese stock market officially came into operation. After a process of formation and development from the initial modest steps, the stock market has now transformed strongly. As of November 30, 2025, the capitalization scale of the entire Vietnamese stock market reached more than 390 billion USD, equivalent to nearly 82% of GDP in 2024. On HOSE alone, the capitalization value of listed stocks reached 310 billion USD, equivalent to 65.14% of GDP in 2024, accounting for 94% of the total capitalization value of listed stocks in the whole market.
Currently, HOSE has 50 listed enterprises with capitalization of over 1 billion USD, of which 3 enterprises have capitalization of over 10 billion USD.
